Job overview
Radiation, Chemical, Climate and Environmental Hazards (RCCE)
RCCE provides advice, research and services to protect the public from hazards resulting from exposure to chemicals and poisons, ionising and non-ionising radiations, and other environmental hazards. RCCE provides a specialist assessment and advice functions within UKHSA’s overall response as a Category 1 responder to radiation and chemical emergencies.
RCCE has a network of dispersed teams providing front-line advice on a local level across England and to the Devolved Administrations and income generating professional and technical services across the UK. The operational functions also include laboratory measurement facilities, dose survey and assessments for normal and emergency situations (with associated R&D), the development of training standards in chemical and radiation protection and the delivery of a comprehensive portfolio of training activities. The work involves support for government departments and international activities in support of the development of protection standards and legislation.
The primary remit of the Operational Services Department is the provision of the technical and scientific services in both ionising and non-ionising radiation protection on an income generating basis, contributing to the development of radiation protection standards and supporting RCCE’s emergency response function. The Department has the strategic and managerial lead for a number of core RCCE services.
Main duties of the job
Please note that the Market Pay Supplement (MPS) advertised of up to £15,000 is only applicable to candidates with current UK professional certifications as a Radiation Protection Adviser.
- To maintain active oversight of all income generation via RCCE’s portfolio of radiation protection services (10x core services with an annual income of ~£10.5M, expenditure budget ~£8.7M) with responsibility for strategic and financial planning.
- Accountability for the performance of the Operational Services Department, with overall responsibility for the effective line management of the Department’s staff (~88). These staff are dispersed over three locations – Chilton, Glasgow and Leeds.
- Ensuring effective management of a portfolio of income generating services
with an annual income in the region of ~£4.2M; this work includes both ionising and non-ionising radiations. The Department has the strategic lead for RCCE’s dental x-ray protection services, radiation protection consultancies and professional and occupational radiation protection training. - Ensuring appropriate RCCE contribution to development of standards, legislation etc with respect to operational radiation protection issues.

Detailed job description and main responsibilities
Department specific
- Ensuring effective management of staffing and resources to deliver the wide portfolio of work handled by the Operational Services Department.
- Ensure attainment of the annual financial performance agreed for the Department; this includes consideration of GIA activities as well as income earning workstreams.
- Ensuring effective line management of teams of geographically dispersed staff. To include issues of corporate governance, health and safety, the recruitment and career development of staff.
Wider RCCE/UKHSA activities & committees
- Chair and maintain operation of RCCE Income Group (RIG). To address:
o Rapid decision making and robust oversight of opportunities relating to standard services and other external income activities delivered to UKHSA costing and pricing protocols.
o Monitoring of monthly income performance of commercial services operated by RCCE to determine progress against target and develop realistic forecasts
o Strategy and business planning for core services.
o Effective and efficient use of staff resources across departments.
o Pricing of services, bidding for work.
o Marketing.
o RIG has delegated authority to deal with FEC and FEC+ proposals up to a contract value of £200k. - Support and contribute to the operation of the UKHSA Opportunities Assessment Group.
- Managerial lead with respect to UKHSA’s RPA Body status.
- Lead for all income generating training activities within RCCE. Represent RCCE on UKHSA’s external training group.
Radiation Protection Standards, Development of legislation etc
- To ensure (with appropriate liaison) the continued development of RCCE’s professional and occupational level radiation protection training activities.
- To ensure appropriate expertise is input at a national and international level on ionising and non-ionising radiation protection matters and to support the development of, and advise on, the implementation of radiation protection policies.
o Input to IAEA, ICRP, ICNIRP (and other bodies) as relevant. - Take the lead (non-nuclear) for RCCE with respect to UKHSA-RCCE’s role as a statutory consultee under JOPPIR.
Emergency Response
- In emergency situations the postholder will be expected to undertake senior management and/or advisory roles as stated in the RCCE Emergency Plan; this will involve close liaison with UKHSA colleagues and a wide range of external stakeholders including government and regulatory bodies.
General
- Support the work of RCCE as required.
- Deal with the media and special interest groups as required.
Communication and key working relationships

- Representatives of international organisations, eg International Atomic Energy Agency, European Commission etc.
Essential Criteria
- A higher scientific degree, eg MSc or PhD in a relevant subject (e.g. physical or life sciences subject) or equivalent experience plus substantive experience in operational radiation protection.
- The postholder must have proven experience in and an established reputation for work in operational ionising and/or non-ionising radiation protection and show the capability for maintaining an up-to-date knowledge of developments.
- Demonstrable ability to deploy staff resources in a flexible and efficient manner in order to address business needs.
- Understanding of UKHSA/RCCE emergency response (ER) procedures and experience of managing teams in ER situations.
- A demonstrated ability to lead, manage, direct and prioritize work across a range of technical business areas, particularly with respect to commercial activities, and GiA activities.
- An effective communicator across a range of audiences: colleagues in UKHSA; officials from Government and devolved bodies; local authorities; members of the public and the media.
Desirable Criteria
- Membership of an appropriate Professional body, eg Society for Radiological Protection.
- Current UK professional certifications as a Radiation Protection Adviser. (This is the requirement to attract the Market Pay Supplement of up to £15,000 but is not an essential requirement for the role).

Location
This role is being offered as hybrid working based at our Scientific Campus in Chilton or Labs in Leeds or Glasgow. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro
rata, averaged over a month) at either Chilton, Leeds or Glasgow.
Security Clearance Level Requirement
Successful candidates must pass a disclosure and barring security check.
If based at one of our scientific campuses or labs, successful candidates will require Counter Terrorism Check (CTC) as a minimum with willingness and capability to work towards Security Check (SC) clearance.
You should normally have been resident in the United Kingdom for the last 3 years to obtain Counter Terrorism Check (CTC) and 5 years to obtain Security Check (SC) clearance.
