Job overview

We are currently recruiting for 2 Radiation Protection Specialists – Team Leaders to join our team in Chilton, Leeds, or Glasgow. 

The primary roles/functions are:

  • Line management responsibilities and possible management of a particular service
  • Financial responsibility for the income and expenditure of a particular area of radiation protection work including preparation of bids for capital and revenue budgets 
  • Leading scientific, technical and professional development for a particular area of radiation protection work, including development of internal policy and guidance, and ensuring written advice is of high quality
  • To act as a radiation protection adviser (RPA) for the provision of commercial radiation protection services to a wide range of clients, advising on and assisting with regulatory compliance and implementation of effective safety management programmes for work with ionising and non-ionising radiations. This is achieved through visits to client premises, situation analysis/risk assessment and the preparation of persuasive and authoritative reports.
  • Contribution to the development and delivery of radiation protection training services.
  • Responding to enquiries on a wide range of radiation protection issues from a wide variety of individuals and agencies.
  • Responding to radiation events and incidents on behalf of commercial clients.
  • Support and contribute to UKHSA’s emergency response role for radiological and non-radiological events. 

Main duties of the job

Technical and Scientific 
Under the RPA-body, act as a radiation protection adviser (RPA) in support of RCCE’s radiation protection consultancy services. With appropriate support, act as a radioactive waste adviser (RWA) or laser protection adviser (LPA) to discuss, analyse and advise independently and to receive, interpret and present complex information to customers. The postholder will hold a portfolio of companies that will include contracts in the, industrial, research, dental oil & gas sectors.

Radiation protection training 

  • Working with others to develop RCCE occupational/professional level training services and support the delivery of that training.
    To develop and train RCCE staff who have not attained RPA, RWA or LPA certification.

Health protection 

  • To provide written and verbal advice on protection of the public from radiation hazards and provide information to the public and others on radiological issues as appropriate. The requests for information normally originate from telephone, letter or email from members of the public and private or public bodies to whom UKHSA are not providing commercial consultancy services.
  • Participation in scientific meetings and conferences, presenting papers on radiation protection matters. These may be at internal (UKHSA), national or international level. Disseminate information and knowledge gathered from participation at workshops, seminars and conferences to colleagues

Detailed job description and main responsibilities

Main duties continued:

Emergency response
To participate in emergency response incidents where UKHSA has a role, in particular:

  • To participate in UKHSA’s emergency response to radiological incidents, including terrorist incidents, as a co-ordinator of environmental and personnel monitoring or as a leader of a radiation monitoring unit deployed for mass screening of contaminated populations.
  • To participate in UKHSA’s response to non-radiological incidents as appropriate, in support of other specialist teams.
  • To participate and, in some cases, lead the response to radiological incidents involving commercial clients. 

Professional development

  • Identify, discuss and action your own professional performance and training and development needs with your line manager through an appraisal and individual development plan and by attending internal / external training events.
  • To participate in all mandatory training as required.

Essential criteria 

  • Honours degree in a scientific subject, or equivalent experience plus substantive experience in operational radiation protection and A-levels in science/maths-based subjects 
  • MSc (or equivalent), or experience in leading and managing a specific commercial service or area of work
  • Proven experience in operational radiation protection with evidence of particular expertise in one or more areas of interest
  • Ability to assess complex situations and interpret detailed documents that may include legislation
  • Ability to assess novel situation and applications by applying fundamental scientific principles to understand and identify potential hazards
  • Ability to observe and question to gather information and sift it to disregard the irrelevant and identify key issues
  • Ability to critically analyse working practices and propose and implement changes
  • Demonstrate capability to act upon incomplete information using experience to make inferences and decision making
  • Ability to communicate effectively at all levels, formally, informally, orally and in writing to customers, UKHSA staff and representatives from other organisations
  • Ability to put forward cohesive arguments and influence people
  • Ability to chair small working groups etc
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans accordingly
  • Must be willing and able to travel within the UK and abroad in support of UKHSA on national and international activities. Full clean UK driving license required
  • Strong self-motivation, high personal integrity, excellent time management and an ability to work largely unsupervised
  • An understanding of and commitment to equality of opportunity and good working relationships

Desirable criteria:

  • Membership of professional body, eg Society for Radiological Protection
  • Certificated radiation protection adviser (RPA), certificated radioactive waste adviser (RWA), medical physics expert (MPE) or laser protection adviser (LPA)

This vacancy will be assessed using a competency-based framework which will assess your qualifications, knowledge and experience and / or skills and abilities outlined in the essential criteria.

You will be asked to prepare and present a 10-minute presentation at the start of your interview. The subject of this will be sent to you prior to interview.

The presentation will be assessing the following: 

  • Ability to communicate effectively at all levels, formally, informally, orally and in writing to customers, UKHSA staff and representatives from other organisations
  • Ability to put forward cohesive arguments and influence people

Location 

This role is being offered as hybrid working based at our Scientific Campus in Leeds (Cookridge), Chilton or Glasgow.

We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month)working at our campus. 

Based at our scientific campus, you will be required to have a minimum of a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice. 

Security Clearance Level Requirement 

Successful candidates must pass a disclosure and barring security check. 

Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Counter-Terrorist Check.

Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
