Job overview

As Operational Health Lead, you will be responsible for the effective leadership, operational management, and strategic development of health staff within the ILDS. You will lead the Recovery and Enhanced Support Team, line-managing a range of clinicians and allied health professionals. This role also holds oversight of team budgets, performance metrics, workforce development, safeguarding, and service transformation.

The Hackney ILDS is a fully integrated health and social care service delivered through a formal s75 agreement between East London NHS Foundation Trust (ELFT) and the London Borough of Hackney (LBH). This means that the service delivers joined-up, person-centred care to adults with learning disabilities across organisational boundaries, with shared referral pathways, case management, and governance. You’ll play a vital leadership role in sustaining and evolving this integrated model.

You will work across both health and social care systems, reporting to the Deputy Head of Service, and representing ILDS at Directorate Management Team meetings.

Main duties of the job

     Lead and manage a multi-professional health team including nurses, psychologists, OTs, SALTs, and physiotherapists.

     Oversee the Recovery and Enhanced Support Pathway, driving high-quality service delivery for people with complex needs.

     Manage performance, risk, quality assurance, and safeguarding across the health aspects of the team.

     Drive innovation, service transformation and strategic planning in collaboration with senior leaders in ELFT and LBH.

     Champion co-production, service user involvement and culturally appropriate care.

     Act as a senior leader within the Hackney ILDS and deputise as required for the Deputy Head of Service.

Detailed job description and main responsibilities

To be responsible and accountable for the effective leadership, operational management and development of the health multidisciplinary staff in the Hackney integrated Learning Disability Service (ILDS) and the management of the Recovery & Enhanced Support Pathway. To manage and monitor the budgetary resources relating to this ELFT staff employed within the ILDS team

To manage as required any other team manager’s role for ILDS and to manage any delegated functions for the Learning Disabilities Deputy Head of Service.

To contribute and support the Head of Service in formulating the Service’s Strategic Plan. To lead and take responsibility for implementing service developments within the Community Learning Disability Service in specialist health roles.

To be part of and support the integrated management of the Service; liaising with outside agencies, monitor and take responsibility for work across professional groups and report on activity and the achievement of targets set as part of the Service Plan and by external agencies.

To ensure that the safeguarding process is followed in line with the London Borough of Hackney’s procedure including timely reporting and recording for the service

 

To follow all relevant legislation and government guidance as applies to service users with a learning disability an implement performance management of a multi-professional staff group.

To work in partnerships with other health care providers, social services and voluntary services to provide person centered care and service provisions.

To give strategic instructions and directions to health staff to ensure implementation of departmental targets and service user outcomes across health and social care.
