Job overview

This is an excellent opportunity to help build a leading digital function in the NHS. The Senior Digital Infrastructure & Service Improvement Project Manager is a key role within our innovation and transformation team.  

 

This role will be crucial in shaping how we provide robust, scalable, and secure infrastructure services to support the wider Trust now and in the future. Reporting directly to the Senior Digital Infrastructure & Service Improvement Programme Manager you will be responsible for the development, upgrade and improvement of all infrastructure functions including networking and server and cloud capabilities. You will manage several different infrastructure projects collaborating with Digital Operational Leads to ensure timely and effective delivery.

 

 

Main duties of the job

We are looking for experienced infrastructure project managers who possess an excellent understanding of technology infrastructure. You will have a proven track record of ensuring that infrastructure services are designed and managed to provide maximum uptime, capacity, and cost efficiency. You will be accustomed to working with senior teams and be comfortable working across organisational boundaries and familiar with working within project and service management frameworks. Digital Infrastructure is at the heart of the Trust, and this is an exciting opportunity to shape and build a high performing, effective and robust service.

Our Board have clear ambition to be a ‘Digital First’ organisation. Our digital strategy is a collaboration between the Trust senior management team, the Digital Team, and a wide range of stakeholders who firmly believe in building upon our digital capabilities to ensure ELFT are regarded as pioneers in Digital. The scale of response to the COVID-19 pressures, particularly enabling remote and mobile working, and setting up the Stratford vaccination centre has been remarkable. However, there are also significant challenges to address. Digital tools and services are now fundamental to the management and delivery of our services. This is an extremely exciting time to be joining our Trust on this journey.

Education/ Qualification/ Training

Essential criteria
  • Educated to Master’s degree level or has equitable work based experience
  • Recognised professional project management qualification e.g., Managing Successful Programs (MSP) and/or PRINCE 2 or has equitable work-based experience
  • Management/leadership qualification or equivalent experience
  • Evidence of continued professional development
Desirable criteria
  • ITIL qualification

Experience

Essential criteria
  • Successful delivery and implementation of large-scale complex digital programmes and projects across the health or social care sector
  • Significant experience of Project and Programme Management using an established project management methodology
  • Management of multi-skilled applications design/development/technical teams
  • In depth and wide-ranging experience of working in application design and development across a variety of environments
  • Proven track record of setting strategy and prioritising a broad range of architecture, technical and business knowledge to deliver high quality technical solutions
  • Demonstrable experience leading, introducing and managing major change portfolio and programmes
  • Experience of specifying and procuring solution and services on large complex projects
  • Development of capital bids and business cases
  • Benefits management life cycle
  • Risk management and governance including any issues, dependencies and constraints in projects
  • Delivering communication plans to ensure engagement, co-production and collaboration.
  • Presentation of information to project board and other relevant governing committees
  • Accountable for project budgets within a changing environment

  • High level of technical knowledge of clinical systems with the ability to quickly understand and apply new technologies
  • Excellent technical and organisational skills with the ability to manage complex workloads and multi-task in complex and sensitive environments
  • Clear understanding and appreciation of the processes supporting clinical care and the approaches required to designing and developing computer applications in this environment
  • Sound judgement and decision making involving highly complex facts or situations
  • Excellent communication and interpersonal skills both written and verbal – when dealing with highly technical and highly complex information to a wide range of stakeholders across organisational boundaries and be able to provide and receive highly complex, sensitive information and use a high level of persuasion, influencing and negotiation skills.
  • Proven ability to convey technical information in lay terms both written and verbal
  • Confident in dealing with and resolving scenarios where people’s opinion may conflict
  • Knowledge of Portfolio, Programme and Project Management using an established project management and methodology
  • Excellent working knowledge of NHS practice, current NHS agenda and healthcare policy
  • Excellent working knowledge of core healthcare systems and the role they play in the healthcare setting
  • Ability to write comprehensive, clear specifications and project documentation clearly and concisely
  • Able to meet deadlines in a challenging and resource lean environment
  • Ability to build strong relations with internal and external project stakeholders
  • Highly developed specialist knowledge of working in a Digital Support environment.
