NHS North East London Integrated Care Board (ICB) was formed on 1 July 2022.

Job overview

The communications and participation team is part of the wider Communications, Participation and Governance division. 

There are three teams in communications and participation: corporate communications and planning; campaigns and content; and partnership communications and co-production.

This role involves processing and distribution of sensitive information and working with political stakeholders and the media. In order to ensure that staff do not allow their own political opinions to influence or improperly interfere with their work (and also does not give the impression that there is any political bias) this role is politically restricted.  

While the postholder may belong to a political party, they must not have an active political role either in or outside the workplace; they should not hold or stand for an elected political office; publicly express support for a political party or be an officer for a political party. 

Main duties of the job

 Operational requirements

  • Postholder has responsibility and accountability for own work area and leads independently on this
  • Oversee team members’ delivery of day to day activities and projects and business initiatives
  • Operate in a highly political and sensitive environment
  • Support a portfolio of initiatives; demonstrating value for money through tracking, managing and delivering agreed benefits

Financial and physical resources 

  • Provide oversight and monitoring of all aspects of team budgets
  • Evaluate specified projects against financial targets

Staff management 

  • Provide specialist training, advice and support on own role/responsibilities where necessary
  • Assist in the recruitment and induction of staff
  • Postholder will be line manager for their own team including undertaking appraisals and personal development including progressing any disciplinary or capability issues

3.4     Information management

  • Ensure timely and accurate review of information management systems and information analysis; reporting to managers on agreed areas of work

   Research and development

  • Contribute to the development of relevant key performance indicators

    Planning and organisation

  • Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, risks and issues, potential impacts on wider organisation, resource requirements and builds in contingency and adjustments as necessary.

  • Educated to degree level in relevant subject or equivalent level qualification or good experience of working at a similar level in specialist area (communications)

  • Experience of co-ordinating communications projects in complex and challenging environments

  • Able to provide and receive complex, sensitive or contentious information, negotiate with stakeholders on difficult and controversial issues, and present complex and sensitive information
  • Able to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders and local people as required
  • Capable of managing own workload and making informed decisions in the absence of required information, working to tight and often changing timescales
