This is an exciting opportunity for a research or insight professional looking to develop their career to join the Behavioural Science and Insights Unit (BSIU) within the UKHSA. We are a passionate and supportive team of experts in behavioural and social sciences, applying incisive insight to improve health security outcomes.

We are looking to appoint a Senior Insight Manager skilled in social and market research and who shares our passion to apply that expertise in improving health outcomes for all, with a focus on health equity. The BSIU is at the forefront of understanding attitudes and behaviours relating to public health. We are responsible for generating insight that provides the evidence base for strategic decision making, policy development, communications and service design and delivery for teams across UKHSA and the health system.

Our work has huge variety and scope to make a real difference to the lives of millions of people. Indeed, in 2024, our complex research on antimicrobial resistance was recognised for its potential to help us design interventions to tackle AMR. The project which combined survey work with lab samples, was awarded the Liz Nelson Grand Prix for Social Impact by the Market Research Society.

Main duties of the job

The role of Senior Insight Manager within the BSIU is to generate and apply high quality social and behavioural insights using market, social and policy research methodologies, and bring to life the experiences and voices of public and stakeholders in compelling ways to ensure health security decision making is informed by high quality evidence on how people think and behave.

As a Senior Insight Manager, you will report to an Insight Lead (Grade 7) within the team and provide day-to-day management of insight work to support delivery of UKHSA’s strategic priorities, as set out in UKHSA’s 3 Year Strategic Plan. You will work with the Insight Leads and Head of Insight to deliver research projects for the BSIU and stakeholders within UKHSA.

You will synthesise findings from existing research and evidence, as well as commission and deliver new primary research, and use this to provide strategic, evidence-based advice to internal stakeholders on public behaviours and attitudes in relation to health issues across the full range of UKHSA’s remit.

No two research projects are the same, and in this role you will be expected to draw on a range of approaches including traditional and innovative qualitative, quantitative and deliberative methods, commissioning research via research agency partners and designing and delivering research via the UKHSA’s People’s Pulse online community.

Detailed job description and main responsibilities

As Senior Insight Manager you’ll be responsible for: 

  • Supporting Insight Leads and the Head of Insight in collaborating with colleagues across UKHSA to identify, scope and design strategic research projects and engagement activity using a range of market, social and behavioural research methodologies tailored to each brief.
  • Working closely with social and market research suppliers to deliver primary research projects and programmes of research for the BSIU and internal stakeholders. This will include working with and managing qualitative and quantitative research suppliers with whom we have call-off contracts.
  • Delivering research in-house, including via our in-house online community Panel. This includes working with an Insight Lead to development the research approach, design research materials, potentially moderate fieldwork, collaborate on analysis and reporting as well as day-to-day running of projects.
  • Analysing and quality assuring data from multiple sources to draw out timely and actionable insights to inform strategic priorities, decision-making and service improvements.
  • Developing and delivering appropriate outputs to communicate data, insight and recommendations (e.g., dashboards, reports, presentations, infographics) to meet the needs of stakeholders.
  • Ensuring that insight projects and information management structures and processes are in place and are regularly reviewed / updated, implementing improvements where needed.
  • Working with Insight Leads to provide strategic, evidence-based advice to internal stakeholders on public behaviours and attitudes in relation to health issues across the full range of UKHSA’s remit.
  • Championing insight across the organisation, embedding the lived experiences of the public and, in particular, groups within the population who are disproportionately impacted by health security threats, into decision making and service improvements.
  • Playing an active role within the Insight team and wider BSIU to maximise collaboration and knowledge sharing with colleagues across the organisation.
  • Identifying, discussing, and owning professional performance and training / development needs with your line manager through appraisal / individual development plan. Attending internal / external training events. Including participation in mandatory training as required, e.g., fire safety, information governance etc.

This role is being offered as hybrid working based at our Core HQ in London Canary Wharf. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce.

As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month).

Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
