Job overview

The Trust seeks to be a world-leader in the utilisation of technology in healthcare, both to support modern and effective patient care and to further our track record in research, innovation, and education. Our Digital Healthcare Technology arm is led by UCLH’s Chief Technology Officer (CTO) to build and run the technology platform for our healthcare services, including our integrated electronic health record Epic which went live in 2019.

We have created an exciting new role of Deputy CTO for Operations, reporting to and deputising for the CTO alongside another senior deputy role focussed on Architecture. Your key responsibilities will include:

  • Manging our Projects, Service Delivery, and System Management teams and delivering all business-as-usual technology service functions.
  • Leading the production and implementation of our operational technology strategies as we approach the end of our current ten year IT outsourcing contract in 2027 and shape our plans for the next ten
  • Acting as a key interface between Digital Healthcare Technology and the wider organisation, playing a visible leadership role and building strong stakeholder relationships
  • Deputising for the CTO at key meetings at the Trust’s most senior level
  • Leading the commercial management of our major outsourced technology partner and building relationships with wider commercial suppliers for service delivery

Main duties of the job

We are looking for a senior technology leader with excellent operational, stakeholder, and commercial management skills. You will need experience of working at a senior level in a large, complex provider of safety-critical services. Previous experience gained within healthcare is desirable, but not essential. This is a people-focussed technology role, where your ability to inspire your team, develop the right culture and behaviours, and build strong relationships with wider Trust staff, external stakeholders, and our commercial partners will be vital to your success.

Experience

Essential criteria
  • Extensive experience of complex technology and systems delivery
  • Experience of managing delivery and performance of commercially provided IT systems and services
  • Significant experience in a Senior ICT management role including working with a range of diverse senior stakeholders
  • Experience of managing large complex budgets and commercial service delivery contracts
  • Experience of managing large technical teams
  • Experience of delivering mission critical technology services and systems

Skills and Abilities

Essential criteria
  • Highly developed people management skills with experience of all areas of staff management e.g. disciplinary, performance
  • Highly developed programme and project management skills gained through working at a senior level
  • Highly developed commercial and financial management skills gained through working at a senior level
  • Extensive knowledge and strong understanding of systems implementation lifecycle
  • Very good communication skills including the ability to articulate technical aspects to non-technical colleagues and senior managers
  • Familiarity with information systems management practices (e.g. ITIL)
  • Good practical knowledge of IT systems at the infrastructure, application, business process and information layers
  • Proven ability in coaching colleagues
  • Ability to prepare and maintain complex documents using modern desktop tools
  • Strong analytic ability with large complex datasets, using modern tools to maintain, analyse and present data

Qualifications

Essential criteria
  • Degree or other qualification or evidence of relevant on-job qualification in e.g. Informatics, Engineering, Computer Science, Technology, Service Delivery
Desirable criteria
  • Relevant qualification to Masters level in Engineering, Science, Healthcare or related area
  • Recognised formal certification in at least one other area of professional IT – e.g. project management, digital safety management, information governance
  • Knowledge of the design and operational management at least one type of specialist clinical record system in acute healthcare – e.g. EPR, PACS, pharmacy, digital pathology, LIMS, occupational health etc
  • Membership of relevant professional body
