The mission of the division is to protect people from healthcare-associated and antimicrobial resistant infections, through world-leading public health microbiology, outbreak response, surveillance, antimicrobial stewardship, modelling, research and interventions.
Main duties of the job
AMR Programme
Within the Division, the key aim of the UKHSA Antimicrobial Resistance (AMR) Programme is to prevent serious infections that are resistant to antimicrobials through the implementation of the UK Government’s Ambitions to tackle Antimicrobial Resistance, including the UK AMR 20 year vision and the 5-year National Action Plan (NAP) 2025-2029. Healthcare associated infections (HCAIs) are a key focus of the programme, but not exclusively. The Programme ensures a coordinated approach to the implementation of the strategy across the various divisions and departments within UKHSA and across the health and care sector. The Programme consists of a number of projects and activities that contribute to UKHSA’s work programme, namely surveillance, behavioural change and other evidence based interventions as well as supporting delivery of the Government human health ambitions on AMR. Notable for the NAP 2024-2029, this includes an aim to:
- Prevent any increase in a specified set of drug resistant infections by 2029, from the FY2019/20 baseline.
- Prevent any increase in Gram-negative bloodstream infections by 2029, from the FY2019/20 baseline.
- Reduce total antibiotic use in human populations by 5% from the 2019 baseline.
- Achieve 70% of total use of antibiotics from the Access category (new UK category) across the healthcare system.
- Increase UK public and healthcare professionals’ knowledge on AMR by 10%, by 2029, using 2018 and 2019 baselines, respectively.

Detailed job description and main responsibilities
- As part of the Antimicrobial Resistance (AMR) Programme Office that supports the SRO, the post holder is responsible for designing, establishing and maintaining communications between workstreams and projects of the programme; interfaces between the programme and other business systems; and managing and providing information about programme documentation.
- Updating and maintaining the Programme plan, and risk and issues registers, producing reports on AMR progress against deliverables as required by the Programme Manager for use by senior management including the Chief Executive and Directors, Parliamentary Office and the Department of Health and Social Care.
- Provide project management and scientific support to the 2020-2025 HPRUs, focusing on knowledge mobilisation. Supporting also bids from academic partners for the subsequent round of HPRUs (2025-2030).
- Providing project management and scientific secretariat to the UKHSA AMR Programme Forum and Steering Group.
- To actively manage the HCAI/AMR email inbox through a triage system and ensure that appropriate responses to all correspondence and briefing requests are made within an agreed timescale. For Parliamentary Queries (PQs) and external consultations this will also include coordinating UKHSA’s response and ensuring appropriate clearance.
- Deputise for the Programme Manager where appropriate.
- Developing, maintaining and updating protocols, procedures and guidance notes for programme activities and monitoring/evaluating their use. Support colleagues within the programme by developing, documenting and maintaining standard operational procedures relating to programme and business functions, ensuring procedures are accurate and up-to-date.
- Create and maintain programme documents including the Quality & Assurance; Stakeholder Engagement; Information Management; Benefits Management; Resource Management; and Monitoring & Control strategies, and their related plans.
- The post holder may be required to undertake project management roles on an ad hoc basis providing expert advice and guidance to staff working on project delivery.
- Plan and deliver specific project support to UKHSA colleagues under supervision of Programme manager as required.
- To ensure that compliance with Information Governance requirements and develop own knowledge in this area as relevant to function(s).
- Maintain effective records of programme resources to meet the needs of internal and external audit.
- Work with the Programme Manager to coordinate all aspects of the budget; coordinating budget planning and forecasting and raising requisitions for Programme.

Essential Criteria:
- Educated to degree level in science or health related subject or equivalent level of experience of working at a similar level in specialist area
- Experience of managing priorities in a diverse and dynamic organisation and of conducting work both unsupervised and as part of a team.
- Appreciation and understanding of the public health / public sector and awareness of international and global AMR issues.
- Experience in communications and stakeholder management
- Works well with others, is positive and helpful, listens, involves, respects and learns from the contribution of others
- Actively develops themselves, including a commitment to continuing professional development, and supports others to do the same
- Clear communicator with excellent writing, in particular scientific report writing and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences, showing attention to detail combined with the ability to extract key messages from complex scientific analysis
- Problem solving skills and ability to respond to sudden unexpected demands, taking decisions on difficult and contentious issues where they may be a number of courses of action
- High level of IT literacy in MS Office software packages. Knowledge and use of Microsoft SharePoint
Desirable Criteria:
- Awareness of UK government departments, intergovernmental organisations and devolved administrations involved in AMR activities and generally of the health and social care environment and roles and responsibilities within it

Location
This role is being offered as hybrid working based at our Core HQ in London (Canary Wharf). We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month) based at London (Canary Wharf).
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
Security Clearance Level Requirement
Successful candidates must pass a disclosure and barring security check.
Successful candidates must meet the security requirements before they can be appointed. Successful candidates will require Basic Personnel Security Standard (BPSS) as a minimum with willingness and capability to work towards Security Check (SC) clearance.
You should normally have been resident in the United Kingdom for the last 5 years to obtain Counter Security Check (SC) clearance.
