Job overview

Management of the Trust’s Capital programme, ensuring timely and successful delivery of projects from inception to completion. Responsible for business cases, documentation, performance reports, and ensuring robust project processes. Lead for managing internal project team and external consultants. Key involvement in shaping and implementing the Trust’s Estate Strategy. Deputise for the Director of Estates & Facilities as required. Work as a key member of the Estates senior management team to identify and implement service improvement projects.

Main duties of the job

1. Vision, Strategy and Business development

Key involvement in shaping and implementing the Trust’s Estate Strategy, including master planning and strategic options.

Develop and maintain the Trust’s 5-year capital programme and 10-year backlog capital programme. 2. Leadership, Culture and Values and People

Responsible for recruitment, retention, and development of staff.

Promote a team approach, encourage staff innovation, integration, and involvement.

Lead and manage the Capital Projects Team.

3. Governance, Quality and Performance

Monitor and report performance for all project activities.

Develop and implement governance frameworks and assurance programmes for estates services.

Ensure compliance with statutory and non-statutory standards, health & safety, and NHS guidance.

 

4. Communication and Partnership Working

Provide high-level communication across all teams and departments.

Build effective working relationships with Trust Board, Executive Directors, senior staff, local authorities, and external advisors.

5. Financial health

Ensure best value for money and market test services where appropriate.

Manage and monitor capital team budget, capital programme allocation, and multiple project budgets.

The Hillingdon Hospitals NHS Foundation Trust is the only acute Hospital in the London Borough of Hillingdon and offers a wide range of services including accident and emergency, inpatient care, day surgery, outpatient clinics and maternity services. The Trust’s services at Mount Vernon Hospital include routine day surgery, delivered at a modern treatment centre, a minor injuries unit and outpatient clinics.

Detailed job description and main responsibilities

Ø  Management of the Trust’s Capital programme ensuring the timely and successful delivery of projects from inception to completion

Ø  The production and development of business cases, relevant documentation and performance reports ensuring robust project processes and procedures are in place and that key targets are established achieved and maintained

Ø  Responsible for the overall delivery of projects to programme within budget and to the right quality standards including the lead role for managing internal project team and external consultants

Ø  Key involvement in the shaping, implementation and on-going development of the Trusts

Estate Strategy including master planning and strategic options

Ø  Provide professional advise in terms of project planning, feasibility, design, buildability and delivery of projects

Ø  Management and monitoring of the capital team budget, capital programme allocation and multiple project budgets

Ø  Deputise for the Director of Estates and Facilities as required in capital-related meetings

Ø  Work as a key member of the Estates senior management team to identify and implement service improvement projects using lean methodology and change management techniques

 

Person specification

education

Essential criteria
  • degree in construction, architecture, engineering or related discipline
Desirable criteria
  • Membership of a relevant professional body (e.g. CIBSE, IMechE, IWFM).

Work Experience

  • 5 years or more in a healthcare environment

  • NHS work experience
