Job overview

The post holder is a senior leader within the Estates & Facilities (E&F) Directorate, providing strategic, operational, commercial and contractual leadership across the full range of Estates & Facilities Services. The role includes serving as Contract Manager for all Facilities Management (FM) contracts (including Soft FM and Retail Catering), ensuring the highest standards of contractual delivery, financial performance, compliance and customer experience.

 

The post holder will support and deputise for the Deputy Director of Estates & Facilities, contributing to and implementing the strategic direction of the E&F Directorate. The post holder will lead the development of commercial, contractual, performance and benchmarking functions, delivering high-quality, value-for-money services that meet organisational objectives and statutory obligations.

Main duties of the job

  • Deputise fully for the Associate Director of Estates & Facilities Performance & Commercial, including attendance at Trust Board, Directorate and senior leadership meetings.
  • Provide strategic leadership across all functional areas: commercial, contractual, compliance, data systems, performance, soft FM, retail catering, estates planning and E&F corporate services.
  • Lead the development of long-term strategic plans (1–5 years) for Estates & Facilities, incorporating Trust objectives, national policy, sustainability goals and evolving clinical need.
  • Coordinate the annual business planning cycle, ensuring alignment with Trust strategic priorities, financial frameworks and the broader Estates Strategy.
  • Provide senior strategic oversight of Hard FM services, including engineering, maintenance, lifecycle planning, building fabric, plant, infrastructure and utilities, ensuring services are safe, compliant, resilient and aligned to clinical priorities.
  • Ensure Hard FM services are fully integrated into Estates & Facilities strategic planning, capital programmes, risk management and performance frameworks
  • Represent the Directorate at internal and external meetings, building and maintaining strategic relationships.

Detailed job description and main responsibilities

·       Act as the senior point of escalation for all Hard FM and Soft FM contract-related issues, including performance, compliance, risk and service continuity

  • Ensure effective management of Hard FM contract mechanisms, including planned and reactive maintenance, backlog maintenance, lifecycle investment, asset data quality and performance reporting.
  • Provide assurance that Hard FM services support patient safety, clinical continuity, business resilience and long-term estate sustainability.
  • Lead benchmarking and “value for money” analysis, including ERIC returns and NHS Model Hospital data.
  • Provide high-quality, data-driven reports for Contract Boards, Project Boards and Trust committees.

Person specification

Education

Essential criteria
  • Relevant professional qualification in Estates, Facilities Management, Engineering, Construction, Surveying, or Business/Commercial Management (degree level or equivalent experience).
Desirable criteria
  • Commercial/contract management qualification or training.

Experience

Essential criteria
  • Substantial senior management experience within Estates and Facilities in a complex organisation.
Desirable criteria
  • Clear understanding of complex nature of the NHS environment
