Job overview

Ensuring the Trust Board has appropriate assurances that the requirements of current fire safety legislation are met across the Trust and, where appropriate compliance with the objectives of Fire code.
Co-ordinating fire safety issues throughout the organisation’s activities.
Overseeing day-to-day implementation of the fire safety policies.
Managing the fire safety teams across Manchester University Foundation Trust
Ensuring all new construction and renovation works taking place across the Trust are compliant with Building Regulations and HTM Guidance with regards to fire safety.
 Ensuring Helipad operations are compliant with CAA recommendations and the facility is manned and operational during programmed hours 

Main duties of the job

Deputising for and assisting the Fire Safety Manager in undertaking the following tasks:- •    Ensuring that effective arrangements are in place to safely deal with any outbreak of fire and activations of any fire alarm system. 
Developing & maintaining close working relationships with the PFI Consortium at both Oxford Rd and Wythenshawe sites, the Trust Estates Teams and other FM service providers.
 Line management of the fire safety teams across the Trust including Helipad manager and team. 
Co-ordinating fire safety issues throughout the organisation’s activities across all sites and Community Properties.
Maintaining the existing fire precautions standards and driving a program responsible for improving fire safety throughout the Trust.
Developing, implementing, monitoring and reviewing the organisation’s fire safety management system
 Developing, implementing, monitoring and reviewing the organisation’s fire safety procedures and protocols.
Ensuring that appropriate fire risk assessments (FRAs) are undertaken, recorded and the outcomes suitably reported.
 Chairing fire safety groups and committees as necessary.
 Attending and preparing positional reports for the Operational Health and Safety Group Meeting.
Advising management of the steps necessary to comply with current fire safety legislation, British Standards, HTM’s and any other published guidance or approved document.

Person specification

EDUCATION & QUALIFICATIONS

Essential criteria
  • Graduate of the Institute of Fire Engineers or equivalent
  • Successful completion of a specialist fire prevention course.
  • Professional knowledge acquired through degree + specialist knowledge acquired through courses and experience to master’s level or equivalent.
  • Knowledge of the application of the Regulatory Reform (Fire Safety Order).
  • Knowledge on the application of Building Regulations.
  • Experience of applying HTM fire safety guidance in a hospital environment.
Desirable criteria
  • Membership of a professional organisation.
  • Experience of reviewing Business Continuity plans.
  • NEBOSH general certificate or equivalent.

SKILLS & ABILITIES

Essential criteria
  • Significant specialist knowledge underpinned by theory and experience.
  • Experience of managing and leading teams.
  • Have knowledge and understanding of buildings maintenance and fabrication.
  • Understanding of and completion of fire risk assessment.
  • Report writing skills.
  • Advanced IT skills including word, excel, PowerPoint. Excellent communicator at all levels.
  • Ability to compile accurate and concise reports. Ability to complete complex documentation.
  • Ability to read and understand plans and drawings.
  • Innovative thinker and problem solver.
  • Ability to organise self and others. Ability to manage a budget. Ability to work on own and as part of a team

ATTRIBUTES

Essential criteria
  • Highly motivated and resourceful with a proactive approach to problem-solving.
  • Able to work with minimal supervision and manage fire safety matters and compliance matters within the Trust.
  • Ability to make judgments having considered the relevant legislation and guidance.
  • Holds a current driving license.
