Stakeholder and Public Affairs Manager

NHS AfC: Band 7

Job overview

This is an exciting new opportunity to shape stakeholder and partner engagement in one of England's largest NHS Trusts.

Taking the lead on stakeholder relations for major projects including the redevelopment of North Manchester General Hospital as part of the government's New Hospital Programme, the  Stakeholder and Public Affairs Manager will design and continuously improve MFT’s stakeholder engagement and public affairs activity.

Politically astute, highly professional and skilled in coordination, you will support the Trust to build trusted, transparent and effective relationships with the people and organisations that influence, scrutinise and support our work.

The post holder will be responsible for stakeholder mapping and intelligence,  translating a range of complex information into tailored engagement programmes. This will include regular engagement alongside programme-specific activity linked to major capital builds, transformation, service change, visits, events and high-profile Trust priorities.

As part of the Communications and Engagement Team, you will help MFT to  go further and faster for patients, colleagues and communities by ensuring stakeholder activity is planned early, delivered professionally and used to support public accountability.

You will be joining a supportive and friendly team, committed to inclusion and ensuring everyone has the opportunity to do their best work on behalf of the diverse population we serve.

Main duties of the job

  •  Responsible for maintaining a clear overview of key stakeholder relationships across MFT, including elected representatives, local authorities, NHS and care partners, universities, voluntary and community sector organisations, patient and public representatives, community organisations and other partner bodies.
  • Developing and coordinating regular stakeholder engagement activity, ensuring all engagement is purposeful, recorded, evaluated and aligned with Trust priorities.
  • Supporting effective engagement with MPs, councillors, local authority leads, NHS Greater Manchester, NHS England, regulators and other system partners, ensuring interactions are well planned, accurate and appropriately followed up.
  • Preparing clear and accurate briefings, correspondence, meeting notes, speaking points, stakeholder updates and handling advice for senior leaders and colleagues.
  • Supporting the Trust’s commitment to openness, transparency and effective scrutiny by ensuring stakeholder communications are timely, accurate, consistent and connected to agreed governance routes.
  • Acting as a specialist adviser to colleagues across MFT on stakeholder management, public affairs handling, engagement planning and good practice.

Disclosure and Barring Service (DBS) check

As part of our commitment to safeguarding patients and staff, many roles at Manchester University NHS Foundation Trust (MFT) require a Disclosure and Barring Service (DBS) check. This is a standard process across the NHS and helps us ensure a safe environment for everyone.

What is a DBS Check?

A DBS check is a background check that reveals any criminal convictions, cautions, reprimands, or warnings. The level of check required depends on the role:

Standard DBS: Checks for spent and unspent convictions, cautions, reprimands, and final warnings.

Enhanced DBS: Includes the above, plus any additional information held by local police that’s considered relevant to the role.

Enhanced with Barred Lists: Includes all of the above, plus checks against the children’s and/or adults’ barred lists.

Who Needs a DBS Check

Most roles involving direct patient contact, working with children or vulnerable adults, or access to sensitive information will require a DBS check. The job advert and recruitment team will let you know if this applies to your role.

The Costs for a DBS

At Manchester University NHS Foundation Trust (MFT), roles that require a DBS check are subject to a cost recovery policy. This means that the cost of submitting and processing a DBS application if you are successful and join us, will be deducted from your salary within the first three months of employment.   If, however, you withdraw from a conditional offer after the DBS process has begun, you will still be liable for the cost incurred.

For more information about the cost of the various types of DBS, please visit: https://www.gov.uk/government/news/dbs-fees-are-changing-in-december

DBS Update Service

Candidates are also expected to register with the DBS Update Service which must be completed within 30 days of the certificate being issued. This helps streamline future employment checks and supports safer recruitment practices.  For more information, please visit the DBS Update Service.
