We are looking for an experienced and ambitious Learning, Development & Skills Lead to help shape and deliver this ambition.
Working within the People Effectiveness Centre of Expertise, you will provide operational leadership for key areas of the Group LDS agenda, translating national, Group and workforce priorities into high-quality learning and capability solutions.
Working across organisational and professional boundaries, you will build strong relationships with leaders, managers, People colleagues and education teams to identify priorities, solve problems and demonstrate impact.
You will help shape a consistent Group approach to workforce learning, mandatory learning, leadership and career development, apprenticeships and investment in our people.
We are looking for someone who can lead through others, use data and insight, influence across boundaries and turn priorities into sustainable change and measurable impact.

Main duties of the job
Will use workforce intelligence and our Group Learning Needs Analysis to identify emerging capability requirements; leading the implementation of national requirements, a Group-wide learning priority, strengthening mandatory learning performance, developing learning pathways, supporting improvements to governance and quality assurance and evaluating whether an intervention has delivered return on investment.
You will have an important role in helping us move from a predominantly course-led approach to learning towards a broader workforce capability model, where development is targeted, digital first, on demand accessible and directly connected to Group priorities and outcomes.
You will also provide leadership and professional support to colleagues within the LDS team, creating an environment where people feel valued, are encouraged to innovate, continuously improve and deliver consistently high standards across the Group.

Detailed job description and main responsibilities
Lead the implementation of key elements of Learning, Development and Skills Strategy, ensuring delivery plans are aligned to organisational priorities, workforce needs and national policy requirements.
Coordinate the delivery of the LDS delivery plan associated with Group, hospital and department plans.
Ensure compliance with the study leave policy
Ensure compliance with the learning needs analysis standard operating procedure
Develop effective communication and engagement strategies to ensure participation and engagement in LDS planning and development across the Group.
Lead complex learning and development projects and workstreams, ensuring delivery against agreed objectives, timescales and quality standards.
Lead the annual Group Learning Needs Analysis process, providing workforce capability insight and evidence-based recommendations to inform strategic and operational workforce development priorities. Lead the bi-annual review.
To meet Group priorities, design, deliver, evaluate and continuously improve and keep abreast of new research and methods ensuring LDS programmes are always of the highest standard and future fit.
Develop and implement robust evaluation frameworks, metrics and reporting processes to assess the effectiveness, impact and return on investment of learning and development interventions.
Lead the development and continuous improvement of the Group coaching and mentoring offer, ensuring effective governance, quality assurance and measurable outcomes.
Act as a specialist subject matter expert in learning, development and skills, providing professional advice and consultancy support to leaders, managers and stakeholders across the Group.

Qualifications
Essential criteria
- Degree level CIPD qualification or equivalent in HR, Organisational Development, Learning & Development, Leadership
- Post graduate qualification or equivalent in coaching
- Evidence of continuing professional development
- Learning and development or recognised practitioner training, or equivalent experience
Experience
Essential criteria
- Demonstrable experience delivering capability programmes
- Demonstrable experience designing and implementing learning and development pathways and frameworks
- Experience influencing and engaging stakeholders across multiple functions
- Experience facilitating workshops, development programmes and leadership interventions
- Experience of evaluating interventions and reporting impact and benefit realisation
- Experience leading and managing a team
Desirable criteria
- Experience working within a Group or multi-site organisation model
- Experience delivering inclusive interventions
- Experience analysing workforce data and producing reports/KPIs to inform decision making and option appraisals
Knowledge
Essential criteria
- Understanding of workforce capability frameworks and career pathway development
Desirable criteria
- Knowledge of NHS People Plan, NHS management and leadership framework and Liverpool 2030 strategy
- Knowledge of digital transformation and future workforce capability requirement
- Understanding of apprenticeship levy and NHS funding mechanisms
- Understanding of governance, evaluation and impact measurement methodologies
