NHS Norfolk and Waveney Integrated Care Board (ICB) plans and buys healthcare services for our local population. As Healthcare becomes more complex, there is an ever growing need to understand and interpret large data sets to provide insight and support decision makers, ensuring we serve our communities in the most efficient and effective way. Businesses thrive by making the best use of their data, and the Norfolk and Waveney Integrated Care Board are no exception to this.

The Business Intelligence team is at the forefront of this. You will work with your colleagues to drive our analytical capabilities to supporting population Health Management as well as performance and demand reporting to all business areas.

At the heart of this strategy is the development of an Azure Data Lake and structured Data Warehouse. The Data Engineers will support the Head of Data Engineering and the Senior Data Engineer with the design and implementation of this data architecture and will support the wider Business Intelligence team in the more efficient and effective use of data. 

Main duties of the job

To be responsible for supporting the Head of Data Engineering and wider BI team in the design, development expansion and maintenance of the ICB ‘data warehouse’, Azure Data Lake and Business Intelligence (BI) systems, acting as a deputy where required.

To assist in developing the data assets and capabilities of the Business Intelligence team using tools such as SQL, Azure data factory and Azure stack modules including Databricks/Synapse Analytics and Power BI.

 

Working for our organisation

You will be working in a small centralised team supporting the Integrated care Board (ICB) but with close collaboration with all our Health and social care partners across Norfolk and Suffolk.

The work is varied, dynamic and interesting, with an excellent team environment. The team now largely work from home with occasional requirements to attend the office, but agile working is available. There are flexible working opportunities.

Detailed job description and main responsibilities

To be a subject matter expert.  Data Engineers will develop and deliver training for informaticians. This will include technical training on BI software and languages as well as requirements gathering, specification design and implementation. They may supervise other informatics colleagues, managing their workload and supporting their development.

Undertake complex technical work liaising with system owners and specialists in designing the ‘data warehouse’ to ensure that it meets the needs of all users. Ensure that thorough documentation and change control processes are in place and are accessible and maintained. Proactively manage the integrity and quality of data within the data warehouse: investigating, raising and resolving issues with the system owners where necessary

To work with informatics colleagues to develop and implement new information reports, flows and systems that meet the operational and strategic needs of the Trust and their stakeholders. Undertake the specification, design and implementation of technical reports using systems such as, but not limited to,  SQL Server, Azure Data Factory/Synapse Analytics/Data Bricks and PowerBI.

Essential criteria
  • Experience in Microsoft Data Engineering tools (in SQL Server, Azure Synapse/Data Factory, SSIS)
Desirable criteria
  • Demonstrable knowledge of Python, R or another programming language

Developing ETL Solutions and Data Modelling

Essential criteria
  • Experience in the successful implementation, use and maintenance of data warehouse solutions.
  • Practical experience of working with customers to develop data models. (Did they do the work or was it handed to them by BA/PM)

Data Quality and Metadata Management

Essential criteria
  • Experience in implementing and/or enhancing Data quality standards and practices
  • Experience in the creation and/or management of metadata repositories

Experience managing Projects

Essential criteria
  • Experience of managing informatics projects over an extended period involving multiple teams and systems.

Interpersonal Skills

Essential criteria
  • Demonstrates excellent interpersonal skills with proven experience of forming and maintaining internal and external relationships.
