We are accountable for the performance and finances of the NHS across Norfolk and Waveney – a total budget of £2 billion a year. Known as NHS Norfolk and Waveney, the organisation works with local people, health and care professionals, and partner organisations to improve the health and wellbeing of our population.

Job overview

The post-holders will act as the operational lead for the primary care Local vaccination service element within their locality of the COVID-19 vaccination programme. Leading and co-ordinating the response across all Primary Care Network (PCN), Local Vaccination Sites (LVS), Hospital Hubs (HH) and Community Pharmacies (PC) for operational implementation of the programme from planning to delivery to ensure our service to the general public is second to none and in-line with national expectations.

Main duties of the job

Work with the Vaccination Programme Lead and Locality Team you will be responding  to any queries and offering support as and when needed to ensure the local vaccination programme runs smoothly and is completed.  Duties will include:

  • Daily vaccination statistics
  • To analyse, interpret complex facts, information and/or data and present to highlight issues, risks and support decision
  • Vaccination rates performance monitoring
  • Ensure that data collected is analysed, reported as appropriate and monitor the processing of data and information
  • To collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust information
  • Capacity planning for vaccine delivery for LVS, HH, sites
  • Daily and weekly analytical returns
  • Support response to  all FOI request concerning the vaccination programme
  • Respond to all complaints from patients, public, providers and MPs in relation to the vaccination
  • Work with the Communication Team to get messages out to support the programme
  • Daily communications with Local Vaccination Sites, Hospital Hubs and Community Pharmacy Sites 
  • Adhoc requests and returns

Detailed job description and main responsibilities

  • Operate effectively in a flexible and demanding environment and proactively engage with ICB, providers, partnership organisations and communication teams working on a variety of topics elating to the vaccination programme
  • Provide and receive complex, sensitive and contentious information, presenting information, to a wide range of stakeholders in a formal manner 
  • Committed to working and engaging constructively with internal and external stakeholders on a range of business sensitive
  • Nurture key relationships and maintain networks internally and externally
  • Contribute to performance improvement, taking a lead for identified areas where agreed.
  • Provide coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested
  • Provide relevant and timely specialist advice and guidance on own portfolio of projects/function
  • Work with members of the Team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions.
  • Management of a risk and issues tracking mechanism and its proactive resolution and escalation
  • Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money
  • Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes
  • Ensure timely and accurate information analysis and reporting to management on agreed areas 
  • Contribute to the development of key performance indicators for the successful assessment of individual and workstream success 
  • Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments, etc. 
  • Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes



Person specification


Essential criteria
  • Educated to masters level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
  • Significant experience of successfully operating in a politically sensitive environment
  • Demonstrated experience of co- ordinating projects in complex and challenging environments
  • Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making
  • Demonstrated capabilities to manage own workload and make informed decisions in the absence of required information, working to tight and often changing timescales
Desirable criteria
  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
