Primary Care Service Manager

Job overview

We are looking for a Service Manager to join our Primary Care Service. The postholder will manage and coordinate all aspects of organisation functionality, motivate and manage staff, optimise efficiency and financial performance, and ensure the organisation achieves its long-term strategic objectives in a safe and effective working environment. 

Through innovative ways of working, the postholder will lead the team in promoting ED&I, SHEF, quality and continuous improvement, confidentiality, collaborative working, service delivery, learning and development and ensure the organisation complies with UK legislation and both NHS and CQC regulations.       

Main duties of the job

  • Oversee day‑to‑day operations, ensuring staff meet responsibilities.

  • Provide functional management for all clinical and administrative teams, including direct line management of key roles (TBC).

  • Lead recruitment, retention and succession planning, ensuring robust induction and up‑to‑date job descriptions.

  • Implement effective appraisal processes, training compliance and HR governance, including disciplinary and grievance procedures.

  • Manage organisational finances: budgets, accounts, forecasting, PAYE, pensions and insurance (TBC), working with partners and accountants.

  • Lead business resilience planning, contract management and procurement of equipment and services.

  • Coordinate policy reviews, organisational reports and the practice development plan.

  • Support delivery of QOF targets with nursing and administrative leads.

  • Act as key liaison with the Primary Care Network, PCN Manager and ARRS staff.

  • Ensure compliance with NHS contractual obligations and promote patient online services.

  • Oversee internal and external communications, including newsletters and website content.

  • Support the Patient Participation Group and manage complaints in line with legislation.

  • Lead premises management, including health and safety, risk assessments and mandatory training.

  • Ensure compliance with IT security and information governance.

  • Coordinate the organisational diary and represent the practice at external meetings.

Qualifications

Essential criteria
  • Masters Degree level or equivalent experience
  • Evidence of continuing professional development
Desirable criteria
  • Project management qualification or equivalent experience.

Experience

Essential criteria
  • Proven managerial and leadership experience level within the NHS or healthcare setting
  • Project Management experience including practical experience of managing medium to large scale projects.
  • Experience of strategic thinking and planning.
  • Experience of developing new services.

Skills and Knowledge

Essential criteria
  • Ability to plan, track and report on data using MS Project Ability to work with and deliver within a fixed project timescale.
  • Understanding of the Healthcare management environment and roles and responsibilities within it.
  • Analytical skills.
