Job overview
Medicine Care Group is in a position to offer 3 WTE Band 7 Operational Service Manger posts. The portfolio areas available are;
- Cardiology cross site
- Emergency Department cross site
- Stroke and palliative care cross site
These roles involve working with clinical and managerial colleagues, ensuring that operational performance and access targets are met, and take the lead in developing effective systems within the department to enable the sustained delivery of key operational targets.
To support the implementation of service redesign, taking the lead for specific elements of wider transformation across the Care Group. To be responsible for the day-to-day line management of administration and clerical functions within the Care Group.
Main duties of the job
· Leading on the operational management of designated specialties, ensuring quality of service and the achievement of key performance targets.
· Ensuring development and deployment of effective systems and procedures within the designated specialties.
· Alongside the Business Manager, ensuring robust activity and financial management systems are in place to maintain business continuity during planning and commissioning of the service plans.
· Ensuring appropriate risk management strategies are developed and that the risk register is updated regularly to reflect the current issues facing the service.
· Delegated budget holder and be involved in budget setting for services.
· Participating in and delivering quality assurance checks and visits within the clinical environment e.g. wards, outpatients etc. with Matrons to review the environment, equipment and ensure it meets the necessary standards. Also, quality assurance of facilities such as when commissioning/relocating services ensuring they comply with national guidelines and legislation.
· Leading engagement with multi-disciplinary teams using a range of communication approaches and influencing techniques as required for the audience.
· Negotiating and influencing outside of own service by collaborating with other Care Groups and specialties, working with operational and clinical staff inside and outside the Care Group.

Experience and Knowledge
Essential criteria
- Experience of management in the NHS, including operational management, budgetary management, and service improvement
- Understanding of the Health and Social care management environment and roles and responsibilities within it
- Ability to assimilate & co-ordinate various agendas prioritising appropriately
- Performance management methodology
- Local health commissioning policies, strategies, arrangements, and networks (e.g. LMS.
- Knowledge and awareness of: • NHS Plan & Targets. • National service frameworks. • National strategy and policy. • Clinical Governance. • Workforce development. • Organisational Development methods. • Performance Improvement Approaches
Qualifications and Training
Essential criteria
- Graduate / Degree level qualification or equivalent experience
Desirable criteria
- Management qualification
- Study to Masters’ level
- Experience as well as knowledge of all activity targets and managing waiting lists
- Experience in presentation, coaching and facilitation
- Experience of influencing in local network or integrated care models
- Experience of service user engagement programmes and co-production
Applicant requirements
The postholder will have access to vulnerable people in the course of their normal duties and as such this post is subject to the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (Amendment) (England and Wales) Order 2020 and as such it will be necessary for a submission for Disclosure to be made to the Disclosure and Barring Service to check for any previous criminal convictions.
