Job overview

To provide senior system leadership for quality assurance of medicines use across all commissioned services. Develop a programme of work to provide quality assurance of medicines use. Monitor and analyse data to identify opportunities to improve medicines governance. Provide specialist leadership and expertise on quality issues identified with providers of services, including those identified by the CQC. Oversee complaints response for pharmacy and medicines. Lead the utilisation of alerting systems for General Practice across the ICB e.g. Eclipse.

The post holder must be a Pharmacist currently registered with the General Pharmaceutical Council.

Main duties of the job

  • Drive implementation and delivery of the NHS Strategic Commissioning Framework and LNR Operating Model.
  • Lead on the delivery of the medicine quality, safety and governance portfolio across the ICS
  • Lead on the development of the ICB antimicrobial stewardship framework, ensuring system-wide actions to improve antimicrobial utilisation.
  • Oversee development, implementation and education of prescribing policies and guidelines
  • Oversee the work programme for the Care Home Pharmacy Service and medicine elements of immunisation and vaccination services
  • Provide senior professional leadership to the ICB and contribute to system development
  • Participate in the senior manager on call rota.
  • Operationally responsible for providing professional expertise to the outcome of the business processes for the Department or Directorate.

There is an expectation of 40% office attendance, with office bases at County Hall, Glenfield, Leicester and Haylock House, Kettering. Staff can choose which office is their primary base for contractual purposes and travel claims.

Essential criteria
  • Pharmacist currently registered with the General Pharmaceutical Council
  • Educated to master’s level in relevant subject or equivalent level of experience of working at a similar level in specialist area
  • Member of a relevant professional body

  • Proven and significant leadership experience
  • Developed communication skills for delivering key messages to a range of stakeholders both internal and external (including outside the NHS) to the organisation, some at very senior level
  • Ability to understand a broad range of complex information quickly and make decisions where opinions differ/no obvious solution
  • Evidence of planning and delivering programmes and projects and services on time
  • Ability to work without supervision, providing specialist advice to the organisation, working to tight and often changing timescales.
  • Interpreting national policy for implementation
  • Skills for delivering results through managing others and using a range of levers in the absence of direct line management responsibility
