Waste Compliance Manager

Job overview
To design, implement, manage and review the Trust’s Waste Management system across all relevant dimensions to ensure compliance with statutory regulations: Policy, Risk assessment, Standard Operational Procedures, Training, Auditing and ongoing improvement.
To be responsible for Trust compliance with all Statutory Instruments and best practice guidance in relation to waste management.
To initiate and facilitate operational changes throughout the Trust as required to meet new legislative requirements covering waste management operations.
To lead for the Trust in identifying innovative waste management solutions for clinical waste, general refuse and hazardous wastes as well as identifying recycling opportunities to ensure government recycling targets are attained.
To take a leading role for the Trust in the procurement of sustainable waste management contracts.
To take a leading role in the Trust’s Waste Management Committees and advise and provide guidance to colleagues and senior managers on the Trust’s obligations in respect of new legislation and best practice guidance.
To be responsible for providing data through the Estates Returns Information Collection (ERIC), a data collection by NHS England. This includes information on waste quantities, costs and types of waste produced.
Collaborate with other NHS Trusts sharing best practice.
Main duties of the job

To develop waste management policies, systems, and procedures in conjunction with internal and external stakeholders, in order to meet the Government’s waste segregation compliance targets.
Work with departments to create suitable training packages and ensure its implementation and ongoing maintenance and monitoring.
Ensure robust auditing processes are in place to monitor compliance of waste operations during the waste handling process (point of production, intermediate storage, transfer and final disposal).
To liaise with SFM, key clinical departments and Care Groups in reviewing policy and standard operational procedures.
To provide expert specialist and professional operational expertise in relation to waste management performance and advice to senior management of the Trust and external agencies.
To provide specialist, detailed information to senior managers and finance colleagues relating to budget monitoring and budget setting for waste management operations within the Trust..
To provide highly specialist technical support and advice to the other Estate & Facilities Senior Managers and Trust Managers as required.

Person specification
Training & Qualification
Essential criteria
- Degree qualification in a relevant discipline or equivalent level of experience or training.
- Highly developed specialist knowledge across the range of work procedures and practices underpinned by theoretical knowledge and relevant practical experience
- Significant experience of working in a healthcare or general waste management organisation.
- Qualification in Health and Safety or Environmental/Waste Management eg., NVQ, IOSH or NEBOSH.
Desirable criteria
- Prince 2 Foundation qualification
- Microsoft Project qualification
- CIWM (WAMITAB) certificate on waste management.
Experience
Essential criteria
- Extensive waste management experience within a large complex organisation
- Knowledge and understanding of Waste and Environmental legislation and best practice related regulation
- Experience of managing a team.
- Knowledge of NHS recycling practices.
Desirable criteria
- Previous experience of working in a healthcare environment, specifically a large Acute Trust.
- Experience of Microsoft office products and the ability to generate on reporting templates.
Communication and Relationships
Essential criteria
- Exchanges specialist technical information with waste contractors and provides this information to users and other estates professionals to enable them to act accordingly whilst influencing change.
- Produces technical reports for Estates & Facilities Management Teams.
- Communicates complex information to non-technical staff in a way that is understandable so that the appropriate actions can be carried out.
