An exciting opportunity has arisen within the financial accounting department of Powys Teaching Health Board who are seeking a Financial Accountant.
The aim of the role is to provide proactive financial support across the Health Board
The Financial Accountant is a senior finance professional within Powys Teaching Health Board (PTHB). Responsible for leading and developing the accounting functions of PTHB, including the Accounts Receivable, Charitable Funds and Treasury Management Functions. Ensure the delivery of an efficient and effective service and develop these functions to be best in class, which will assist the Finance Department to achieve its target of full assurance in its core financial systems audits of these functions.
Assist the Assistant Director of Finance (Accounting and Systems) in leading the organisation on all technical aspects of accounting ensuring that the financial reporting standards are interpreted and are fully met to assist with the production of the organisation’s Statutory Annual Accounts and all statutory, monthly, and annual returns.
Main duties of the job

· Responsible for the completion and monitoring of cashflow and treasury functions of the THB.
· Working collaboratively across the wider finance team
Have line management responsibility for financial accounting staff. Manage the Accounts Receivable, Charitable Funds Finance and Treasury functions of the organisation.

Professional Qualification and experience
Essential criteria
- Fully Qualified Accountant CCAB (Consultative Committee of Accountancy Bodies). (professional level)
- Evidence of Continuing Professional Development Training
- Up to date on Latest Accounting Standards and recommendations
- Extensive understanding of accounting and reporting regime
- Extensive knowledge of accounting procedures and good practice.
- Knowledge of credit control systems and procedures.
Desirable criteria
- Extensive understanding of NHS accounting and reporting regime
- Experience of implementing financial controls and communicating those to the wider organisation
Experience
Essential criteria
- Experience in a Financial Accounting role.
- Sound knowledge of financial control and governance processes
- Recruitment, management, supervision, setting workload, appraising and development of staff.
Desirable criteria
- Management of large complex income and expenditure budgets.
- In depth understanding of financial controls.
- Experience of implementing financial controls and communicating those to the wider organisation.
Aptitude and Abilities

- Able to plan and organise workload for self and departments
- Ability to analyse areas of work to identify areas which would benefit from continuous improvement.
- Excellent written and verbal communication skills.
- Present confidently to large and small audiences and able to present and explain highly complex financial information in a manner that can be understood by non-finance managers.
- Strong analytical skills with the ability to solve highly complex financial problems.
- Ability to carry out advanced spreadsheet modelling / forecasting.
- Microsoft Office – to include Word, Excel (advanced). Advanced keyboard skills.
- Exercise excellent negotiating skills.
- Work with a wide range of disciplines at all levels.
- Work well under pressure whilst maintaining good communication and work standards.
- Ability to travel in a timely manner and willing to travel to meetings across NHS Wales.

- Some ability to speak, read and/or write Welsh, or an eagerness to learn.
