We are seeking an exceptional, highly credible individual to take a leading role in delivering our ambitious workforce transformation agenda. This strategic role offers the opportunity to shape the workforce of the future and directly influence how services evolve across our organisation. As a senior leader within the Directorate, you will operate with considerable autonomy, bringing expertise, authority and insight to a wide range of transformation, workforce planning and organisational change programmes. You will play a central role in embedding workforce considerations into strategic decision‑making, ensuring that new service models are supported by sustainable and future‑focused workforce solutions.

Working across a complex organisational landscape, you will represent the Directorate at senior forums, influence key stakeholders and lead the development of robust workforce plans, organisational design proposals and people change frameworks, ensuring compliance, clarity and high standards across all workforce elements of transformation.

Main duties of the job

This role will provide senior workforce leadership, advice and professional oversight across a portfolio of transformation and service redesign programs. They will ensure that workforce implications are assessed, planned for and integrated into strategic decision‑making. Key duties include:

Providing authoritative workforce expertise and acting as the senior P& C representative across designated programmes
Leading the development of workforce transformation plans, including organisational design, workforce modelling, capacity and demand analysis, skill‑mix reviews and scenario planning.
Advising on organisational change and ensuring legal, consultation and equality compliance. 

Producing evidence‑based workforce options, risk assessments, mitigation strategies, business case input and implementation plans.
Facilitating effective engagement and partnership working 
Communicating complex, sensitive or contentious information clearly and professionally.
Monitoring delivery against milestones, identifying workforce risks, issues and interdependencies, and ensuring robust reporting into governance structures.
Providing leadership to the E‑Systems function, ensuring effective coordination and deployment of specialist expertise.

The role requires a senior workforce professional with strong analytical capability, significant relevant experience, excellent communication skills and the ability to influence and operate at a senior level.

Qualifications & Knowledge

Essential criteria
  • Educated to master’s degree level or equivalent experience in a relevant discipline (e.g. HR, Organisational Development, Workforce Planning)
  • Chartered Member of the CIPD
  • Evidence of continuous professional development in workforce planning, organisational change or transformation
  • Expert knowledge of workforce planning methodologies
Desirable criteria
  • Postgraduate qualification in organisational development, workforce analytics or change management
  • Programme or project management qualification (e.g. PRINCE2, MSP, Agile)

Experience

Essential criteria
  • Significant senior-level experience in workforce planning, organisational development or transformation within a large, complex organisation
  • Proven experience of leading workforce aspects of major transformation or service redesign programmes
  • Developing and implementing complex organisational change and consultation processes
  • Demonstrable experience of working in partnership with Trade Unions and staff representatives
  • Undertaking complex workforce analysis and translating insight into actionable plans
Desirable criteria
  • Experience within the NHS or public sector
  • Workforce information systems, modelling tools and advanced analytics
  • Managing specialist teams or functions
