Job overview

Collaborating and negotiating with contractors, service providers and professional committees to identify and achieve service development and improvement, evaluating through performance management and lead the production and deliveryof specific plans and projects to meet the healthcare needs of the local population.

Main duties of the job

Lead contact for resolving contract management issues that arise within primary care. This will involve providing and receiving highly complex, highly sensitive or highly contentious information where there are barriers to understanding oracceptance, which are overcome using developed interpersonal and communication skills.

Detailed job description and main responsibilities

Manage the monitoring processes within the Unified Contract Assurance Framework through mechanisms that demonstrate achievement of contractor’s regulatory obligations and the provision of safe effective services, ensuring clear audit trails. Manage the escalation process where applicable. Ensure that Primary Care contractors are aware of and adhere to the PTHB's commitment to Clinical Governance and Quality. Manage any associated action plan arising from any of the following inspections and/or investigations: · Health Inspectorate Wales (HIW) · Llais · Ombudsman reports · Professional concerns managed by governing bodies · Business Services Authority Reports · NWSSP Post payment Verification Visits Analyse performance data for use in reports and performance reviews ensuring complex data is in a format that informs decision making capacity of the Primary Care Department in the effective commissioning and provision of Primary Care services.

Qualifications & Knowledge

Essential criteria
  • Degree or equivalent extensive experience in Primary Care management PLUS experience as follows:-
  • Extensive experience of working in an NHS management position
  • Knowledge of the structure and operation of the National Health Service together with detailed knowledge of the working of an NHS organisation
  • Knowledge of the complex contractual and regulatory framework which supports the relationship between the Health Board and Primary Care providers
Desirable criteria
  • Experience of managing staffing e.g. sick leave, annual leave and appraisals
  • Knowledge of the services for which the Primary, Community Care & Mental Health Directorate is responsible, especially those relating to Primary Care

Experience

Essential criteria
  • Experience in managing staffing. e.g. sick leave, annual leave and appraisals
  • Experience of change management, preferably in connection with Primary Care
  • Experience of working in an environment where both tact and diplomacy has had to be used to overcome resistance to change.
  • Experience of setting up systems and processes, preferably in connection with General Medical Services.
  • Experience and an ability to interpret budgetary and other financial information, preferably relating to Primary Care and to readily identify areas requiring action investigation.
  • Contract management preferably in connection with General Medical Services
  • Experience and ability to prepare and present (both written and oral) detailed reports
  • Experience and ability to take a significant role in the development and implementation of policy, preferably in relation to Primary Care
  • Experience and an ability to prepare, clear, comprehensive plans and funding applications
  • Experience of dealing with sensitive and contentious issues
Desirable criteria
  • Considerable experience of working in an NHS primary care contract management position.

  • An excellent communicator at all levels within and outside an organisation including the ability to communicate effectively with patients and members of the public
  • Ability to prepare, interpret and analyse management and performance data and audit results and to readily identify areas requiring further action or investigation and improvement
  • A clear thinker capable of scoping a given task and performing it swiftly and accurately
  • Ability to deal with pressure and manage frequent interruptions to work plans ensuring that prioritisation is given to meet appropriate deadlines
  • A willingness to undertake further training and personal development as required
  • An ability to undertake complex contractual negotiations with Primary Care professionals and their representatives
  • An ability to lead conversations with Primary Care professionals and their representatives on matters, often complex, relating to contractual performance, and manage the resultant implications of doing so
  • An ability to use a standard keyboard, together with extensive experience in using Microsoft Word, Power Point and Excel
Desirable criteria
  • Some ability to speak, read and/or write Welsh, or an eagerness to learn
  • Experience of joint working with other organisations
  • Ability to audit and evaluate work
