The Royal Surrey County NHS Foundation Trust and are seeking to recruit an experienced Digital Infrastructure Operations Manager.

The Digital Infrastructure Operations Manager will be accountable for monitoring all of the core IT systems and services across the RSFT estate. They’ll be expected to implement workarounds and instigate disaster recovery plans whilst a permanent fix it being sought by the resolver groups. RSFT, IT needs to be more proactive than reactive therefore this role plays a vital part of that.  The role also requires flexible working by the organisation, including early start times and late finishes as required, to maintain appropriate coverage from 8am until 5pm.

As the subject matter expert for technical infrastructure and disaster recovery, this role will be responsible for the development, implementation and management of the IT and Trust wide disaster recovery plans; understanding how these impact the ways of working within a clinical setting and how we remain resilient. As healthcare moves towards a more digital age, the resilience on disaster recovery processes increases and this role will be crucial in taking the Trust to the next level of maturity.

Main duties of the job

The Digital Infrastructure Operations Manager will be the 24x7 IT management presence which provides a point of contact for Trust wide senior management, Site Nurse Practitioners and operational/support staff in the event of a Serious IT Incident and Trust wide Major Incident. This role will lead, operationally manage and coordinate the response to an incident and feed into the wider Royal Surrey NHS Foundation Trust’s (RSFT) business continuity, disaster recovery, and risk structures. They will be the owner and manager of the IT Major Incident process and procedures in relation to Digital Infrastructure outages.

The Digital Infrastructure Operations Manager will be the key interface between clinical and infrastructure staff when responding to an IT incident, and will align closely to the role of the Senior SNP (Site Nurse Practitioner). They will provide a managerial point of contact across IT out of hours for internal staff and external service providers and will lead and coordinate technical resources to respond to a serious incident as necessary. A key part of this would be ensuring clear, accurate and timely communication; leading, monitoring and managing every step of a serious/major incident and seeing it through to resolution and beyond to root cause analysis and further reporting and remediation actions.

Another key purpose of this roles is to lead the cultural change required for improved cybersecurity and resilience outcomes.

Detailed job description and main responsibilities

•    The Digital Infrastructure Operations Manager will be accountable for monitoring all of the core IT systems and services across the RSFT estate. They’ll be expected to implement workarounds and instigate disaster recovery plans whilst a permanent fix it being sought by the resolver groups. RSFT IT needs to be more proactive than reactive therefore this role plays a vital part of that.  
•    They will need to be closely aligned to the SNPs with the right level of technical access to systems to resolve issues. The role holder will need to be flexible and maybe required to work cross sites.  
•    Overnight the Digital Infrastructure Operations Manager will be accountable for ensuring health and guidelines are being adhered to and provide onsite staff Management for any of the IT teams.   
•    As the subject matter expert for technical infrastructure and disaster recovery, this role will be responsible for the development, implementation and management of the IT and Trust wide disaster recovery plans; understanding how these impact the ways of working within a clinical setting and how we remain resilient. As healthcare moves towards a more digital age, the resilience on disaster recovery processes increases and this role will be crucial in taking the Trust to the next level of maturity. 
•    Be a conduit for communicating the security improvement programme practices, processes, principles, and policies to the IT department and wider Trust user base.
•    Embed security into the IT and Trust culture.

Person specification

Qualifications

Essential criteria
  • Masters level qualification in Computer Engineering, Computer Science, Information Systems or other IT-related area or equivalent knowledge, skills and experience with specialist training in disaster recovery and business continuity
  • ITIL Foundation Qualification
  • Management qualification or equivalent experience in managing staff
Desirable criteria
  • ITIL Lifecycle Service Operations Qualification or equivalent
  • Prince 2 Project Management Certification, or equivalent experience
  • Evidence of continuing professional development
  • Membership of professional organisation ( e.g. ITSMF/ BCS)
  • Membership of the Business Continuity Institute

Knowledge

Essential criteria
  • Extensive experience in IT Infrastructure Operations Management
  • Significant experience of managing IT Serious Incidents within a complex environment
  • Significant experience of working in a highly pressurised environment
  • Significant experience of applying disaster recovery and business continuity methodologies within a highly complex, large scale organisation
  • Demonstrable experience of developing and managing business continuity and disaster recovery plans
  • Demonstrable experience of being a single point of contact and lone working
  • Demonstrable experience in managing IT Infrastructure disciplines and across multiple geographic sites
  • Demonstrable experience of managing and motivating a team in a complex IT environment
  • Experience in the use of Service Management toolsets
  • Knowledge and experience in managing external service providers
  • Knowledge and experience with ITIL Service Management Lifecycle framework, processes and best practice
  • Knowledge and experience of managing an operational financial budget
  • Demonstrable experience of successfully influencing and negotiating with third party suppliers to ensure positive outcomes in the delivery of multiple IT services
