Main duties of the job
|
Provide strategic estate planning options for redevelopment, new build or refurbishment including master planning, estate rationalisation and site reconfiguration aligned to relevant Trust strategies. Shape and develop the Trusts Estates & Facilities Strategy taking account of all dependencies, infrastructure and interfaces for multiple capital projects. Lead the update of the Trust’s Site Development Plan, ensuring that the Trust’s emerging clinical priorities are understood, and embedded within the long-term development plan for the Trust. Lead the capital projects team for new works, refurbishment, building adaptation and conversion schemes ensuring that projects meet user’s requirements, are completed on time, within budget and to acceptable quality standards in compliance with the Trusts standing financial instructions and policies. Provide competent expert advice and support as required to project directors, and Senior Responsible Officers for major change projects. Lead the development and maintenance of the Trusts property database including estate terrier (leasehold or freehold), estate master drawings (as fitted information, estate records and building logbooks) and provide space management data in connection with the apportionment of occupancy costs. Manage and monitor of the capital team budget, capital programme allocation and multiple project budgets.

Detailed job description and main responsibilities
Overview of Responsibilities:
- Corporate:
· To advise Director of Estates and Facilities on technical capital estates issues.
· To provide specialist advice and guidance on all building and property planning matters.
· To contribute to the strategic direction of the Trust in Estates and Facilities matters to ensure that future Estate development meets the needs of patients, public and staff.
· Formulating estates development options.
· To report all progress and planning of the site development control plans.
· To ensure that all areas of Capital Management have robust mechanisms for monitoring performance against national / local targets and highlight and support any shortfalls.
· To take the lead for key corporate activities i.e. chair relevant groups.
· Fully participate, where appropriate, in the development and implementation of the Trust’s approach to National Care Standards, to ensure full compliance with CQC requirements.
· To play a meaningful senior management role in the Estates and Facilities Department and ensure appropriate Capital Management support for clinical services.
· To actively promote and raise the Estates and Facilities services profile with the Trust and the positively raise the Trust’s profile externally.
· To work with external agencies and advisors as and when necessary.
· To represent the Trust at local council planning meetings.
- Capital Management:
· To determine, develop and implement the strategic vision and direction of all Estate strategies and Property redevelopment plans
· To ensure the establishment of professional standards and staff development policies. To ensure that there are strategic and operational business plans in place for all services responsible for and capture the plans as part of the annual business planning cycle.
· To implement modernisation, changes and improvements in the Capital Management Team.
· To ensure Capital Management team meets all statutory and mandatory requirements.
· To provide and report Capital Management service information that demonstrates risk and health and safety compliance with legislation and duty of care.
· To benchmark services against other NHS and private providers to ensure value for money and optimum service delivery.
· Provide timely and robust information on Capital Management performance and reporting on a regular basis key performance indicators.
· To take a lead role in the development and implementation of the Trust’s Estate Strategy which supports the overall organisational strategy of the Trust.
· To continually review and update the Trust’s Estate Strategy as appropriate and advise on future development and projects.
· To provide an efficient and responsive Capital Management Service across the Trust.
· To work closely with Estates and Facilities teams to ensure a joined up and cohesive approach.
· To support the PLACE process for the Trust.
· To develop an estates decarbonisation roadmap and approved investment plan.
· To advise the Trust on any specialist technical aspects of its capital programme and in conjunction with relevant Trust stakeholders to ensure best build and design within available budget and in line with relevant guidance and requirements from HTM and HBNs.
· To have responsibility for the specification, tendering, selection and appointment of relevant consultants and contractors for major capital projects and in accordance with the Trust’s Standing Financial Instructions and to lead and manage to completion of the project.
· To ensure that enabling and building work undertaken on site for major capital projects is effectively and proactively managed with minimum disruption to patients, public and staff. To manage other members of the project team to ensure this is achieved.
· To liaise with other statutory undertakers and Government bodies such as Planning and Building Control to represent the Trust’s needs.
· To ensure Capital Project services are managed in accordance with the Trust’s Health and Safety Policy and to undertake risk assessments of areas managed where appropriate.
· To undertake feasibility studies and provide information to tender building schemes utilising specialist consultants as required or undertaking in-house.
· To carry out contract administration as required ensuring schemes designed within house are delivered with minimum disturbance to surrounding users, on time and within budget.
· To assist in the Trust’s long term organisational building and fabric changes including infrastructure, major building developments and development control documents.
· To support and advise others on development of feasibility studies about building issues that may affect their schemes.
· To support Divisions and other corporate departments with the capital elements of business case development.
· To ensure all internal and external appointed schemes fit within a Trust design criterion to provide a cohesive image.
· To plan and allocate projects to other members of the project team to ensure delivery of the capital programme.
· To advise and lead on methods of building procurement.
· To advise and prioritise on the Trusts annual capital buildings developments programme.
· To provide reports for others as necessary and advise on projected send outcome.
· To advise on the appropriate use of building contracts and administrative building contractors.
· To review contractor reports provided by Capital Project Managers to assess quality and delivery of services.
· To support and advise service users on service feasibility studies with regards to any building or infrastructure issues that may affect their schemes.
· To ensure all post construction information is available for future use and each completed project is reviewed and customer is satisfied.
- Financial Management:
· To annually deliver a balanced capital programme budget.
· To undertake project budget setting to fit within the Trusts capital programme and to manage / oversee each individual project budget.
· Produce relevant feasibility plans for any capital developments and work with Estates and Facilities Assurance and Business Manager to have the appropriate business plan presented.
· To ensure value for money and other audit recommendations are actively entered upon and changes are made as agreed within the Facilities Directorate.
- Communication:
· To establish effective two-way communication in Capital Management and with users of the service.
· To ensure there is a regular channel of communication with Estates Management regarding operational aspects of all major and minor capital projects and to ensure that other facets of the Property Maintenance Department are aware of projects that will affect their services
· To ensure verbal and written complaints are dealt with effectively and that any remedial action is undertaken.
· To ensure that all Freedom of Information requests are delivered in a timely manner.
- Leadership:
· To lead and direct all Capital Management Services.
· To ensure a unified Capital Management Team that delivers continuously improving services.
· To line manage all capital projects staff to include appraisals, sickness absence, disciplinary and grievance matters as well as recruitment and selection decisions.
· To provide professional leadership and support to staff in Capital Management
· To play a full and meaningful role as a member of the Estates and Facilities Senior Management Team and in the overall development of Estates and Facilities.
· To ensure annual objectives are agreed with all staff within Capital Management and that staff are appraised, trained and developed.
· To lead, manage, motivate and develop staff and promote achievement of high standards and openness.
· Ensure constant review of workforce planning is carried out in relation to service delivery.
· To ensure Capital management are continuously reviewed and developed to contribute positively to the overall performance of the Trust
· To chair any appropriate group associated with capital or estates business.
· To represent Estates and Facilities at Disability Action Group, Sustainable Development Group, Fire Group, Capital Control Group, PLACE, Car Parking Group and Health and Safety Forum (Ashford)
· To deputise for the Director of Estates and Facilities when appropriate
