NHS Frimley Integrated Care Board was formed on 1 July 2022 under the Health and Care Act 2022, replacing NHS Frimley Clinical Commissioning Group.

The ICB is the new statutory NHS organisation responsible for planning and delivering health and care services. It will work collaboratively with partner organisations including the voluntary, community and social enterprise sector, people and communities across the Frimley Health and Care Integrated Care System (ICS).

Job overview

From 1 April 2026, Frimley ICB will merge with BOB ICB to form Thames Valley ICB, which will operate under a strengthened strategic commissioning model with a greater focus on long term population health planning, outcomes focused commissioning, and systemwide leadership. To deliver this effectively, teams will require enhanced capabilities in data driven decision making and population health management. It will be essential for the new organisation to have strong skills and expertise in data acquisition, management, and analysis to support this intelligence led approach to population health planning, outcomes focused commissioning, and systemwide leadership. Main duties of the job

Working under the direction of the Head of Business Intelligence within the Connected Care analytics team, the post holder will use their skills to evaluate data quality and build Power BI semantic models and reports. The role combines an understanding of NHSE performance, finance and contract datasets with a desire to make a difference by building products that are easy to consume and deliver an outstanding User Experience.

Detailed job description and main responsibilities

We are looking for forward thinking Power BI analytics developers with knowledge of NHS datasets who are willing to dream big and have the skillset and desire to deliver those dreams and make a difference for our residents. 

You will be able to demonstrate:

Knowledge of SQL, Azure and Fabric combined with in-depth knowledge of Power BI semantic modelling and Power BI report and dashboard development.

Knowledge of NHS performance, finance and contracting datasets coupled with a working knowledge of NHS organizational structure, policies, and statutory requirements.

Experience with process automation and practical AI implementations.

Excellent communication, interpersonal, and user engagement skills and the ability to present complex information clearly and concisely.

A collaborative, proactive approach and commitment to continuous improvement and professional development.

A strong desire to make a difference.

Practical experience with the Federated Data Platform (FDP) is desirable.

Knowledge of statistics, forecasting and modelling methodologies are desirable.

Previous experience of NHS annual or Medium-Term Planning (MTP) exercises at ICB or Provider level or in developing Indicative Activity Plans (IAPs) is desirable.

Knowledge, Training and Experience

Essential criteria
  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
  • Evidence of continued professional development.
  • Knowledge of NHS organisational structure, policies, statutory requirements, and challenges.
Desirable criteria
  • Should have an appreciation of the relationship between the Department of Health, the Strategic Health Authority and individual provider and commissioning organisations.
  • Knowledge of the Federated Data Platform (FDP) and other national reporting products.
  • An understanding of the background to and aims of, current healthcare policy and appreciate the implications of this on engagement.

Communication Skills

Essential criteria
  • Ability to communicate highly complex, sensitive and detailed technical information clearly and concisely for time pressed diverse audiences.
  • Experience of creating and giving presentations to a varied group of internal and external stakeholders.

Analytical

Essential criteria
  • Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
  • Numerate and able to understand complex financial issues combined with deep analytical skills.
  • Strong working knowledge of Microsoft Office, specifically including Microsoft Excel.
  • Strategic thinking – ability to anticipate and resolve problems before they arise.

  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
  • Experience of setting up and implementing internal processes and procedures.

  • Previous experience of NHS annual or Medium-Term Planning (MTP) exercises at ICB or Provider level.
  • Experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects.
