NHS Frimley Integrated Care Board was formed on 1 July 2022 under the Health and Care Act 2022, replacing NHS Frimley Clinical Commissioning Group.

The ICB is the new statutory NHS organisation responsible for planning and delivering health and care services. It will work collaboratively with partner organisations including the voluntary, community and social enterprise sector, people and communities across the Frimley Health and Care Integrated Care System (ICS).

Job overview

From 1 April 2026, Frimley ICB will merge with BOB ICB to form Thames Valley ICB, which will operate under a strengthened strategic commissioning model with a greater focus on long term population health planning, outcomes focused commissioning, and systemwide leadership. To deliver this effectively, teams will require enhanced capabilities in data driven decision making and population health management. It will be essential for the new organisation to have strong skills and expertise in data acquisition, management, and analysis to support this intelligence led approach to population health planning, outcomes focused commissioning, and systemwide leadership. Main duties of the job

Working under the direction of the Head of Business Intelligence within the Connected Care analytics team, the post holder will provide hands-on technical leadership in Power BI reports and semantic model development. The role combines an in-depth understanding of NHSE performance, finance and contract datasets with a desire to make a difference by building products that are easy to consume and deliver outstanding User Experience.

Detailed job description and main responsibilities

The Senior Connected Care Business Intelligence Analyst (Dev) will play a lead technical role in designing, developing and maintaining Reporting, Contract and Operational Insight analytics products using Power BI. The post holder will build and maintain innovative, high quality, and scalable analytic products for self-service that deliver outcome focused insights for use within the Integrated Care Board (ICB) and by partners within our wider Integrated Care System (ICS).

Key responsibilities include:

Providing information and insights to colleagues across all levels of the organisation in support of service planning and commissioning.

Leveraging in-depth knowledge of NHS performance, finance and contracting datasets to bring needed data into efficient Power BI semantic models before building easy to consume Power BI analytics products designed for self-service use.

Using SQL and a working knowledge of Azure and Fabric for effective process automation and to integrate the analytics products within the data architecture and infrastructure provided by the Data Infrastructure Team.

Working closely with analysts, data engineers, data architects, partner data teams, and clinical system teams to translate business and clinical needs into effective analytics solutions.

Progressively implement AI to improve productivity within the team.

Knowledge, Training and Experience

Essential criteria
  • Educated to degree level or equivalent level of experience of working at a senior level in analytics development.
  • Extensive knowledge of NHS organisational structure, policies, statutory requirements, and challenges.
  • Must understand the background to and aims of, current healthcare policy and appreciate the implications of this on engagement.
Desirable criteria
  • Knowledge of the Federated Data Platform (FDP) and other national reporting products.
  • Should have an appreciation of the relationship between the Department of Health, the Strategic Health Authority and individual provider and commissioning organisations.

Communication Skills

Essential criteria
  • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
  • Ability to communicate highly complex, sensitive and detailed technical information clearly and concisely for time pressed diverse audiences.
  • Negotiate on difficult and controversial issues including performance and change.

Analytical

Essential criteria
  • Problem solving skills and ability to respond to sudden unexpected demands.
  • Advanced data analysis skills with a proven ability to analyse complex facts and situations and develop a range of options.
  • Knowledge of SQL, Azure and Fabric combined with in-depth knowledge of Power BI semantic modelling and Power BI report and dashboard development.
  • Strategic thinking – ability to anticipate and resolve problems before they arise.
  • Takes decisions on difficult and contentious issues where there may be several courses of action.
Desirable criteria
  • Knowledge of best practice User Experience and Data Visualisation design techniques.
  • Knowledge of data quality evaluation, statistics, forecasting and modelling methodologies.
  • Experience with process automation and practical AI implementations.

Planning Skills

Essential criteria
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly.
Desirable criteria
  • Previous experience of NHS annual or Medium-Term Planning (MTP) exercises at ICB or Provider level.
  • Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects.

Management Skills

Essential criteria
  • Must be able to prioritise own work effectively and be able to direct activities of others. Experience of managing and motivating a team and reviewing performance of the individuals.
