An exciting opportunity has arisen to join the Swansea Bay University Health Board Finance Team as Principal Finance Manager supporting Hosted Services and Partnerships within the Health Board.
We are looking for a collaborative, dynamic individual to undertake this new role who has an enthusiasm for understanding the services they'll support to establish, embed and support sound financial management practices. You will be curious in nature, well organised and proactive in seeking to understand the day to day operations of the services you support and how the funding flows.
Working to the Finance Business Partner (FBP), the post holder will seek to develop and maintain strong relationships with service stakeholders to enable the sustainable delivery of their services.
The post holder will be responsible for developing and reviewing systems linked to both the monthly assessment of the financial position and utilising data and insight gathered from working with the service to provide robust forecasts for both the short, medium and long term.
The post holder will work alongside clinical colleagues within the various fields of specialism and will also be required to support central finance as part of the monthly, quarterly and annual closedown process.
The postholder will be also be expected to also travel to our Singleton site (for Business needs)
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Main duties of the job
This role supports the FBP in providing professional financial advice, support, and information for the activities of the Service Area in line with HB’s strategy. This will require supporting in the achievement of Service objectives and delivery of its operational plan. A major aspect of operational performance will be delivering financial balance
You will be expected to work with a significant level of autonomy and self-organise. A key part of their role will be working closely with Service Area Budget Holders and Service Managers to provide support in the delivery of the finance agenda
You will be expected to work with our partners in Local Authority to ensure robust financial management practices and processes are in place for funding flows between organisations and be the Health Board representative at the required Board meetings
The role will provide support into the financial and business planning processes within the Service Area to ensure that the financial implications of service developments are fully identified and understood
The role will contribute to the identification of efficiency and productivity improvement programmes within the Service
You will support the FBP in ensuring that the Service Area’s financial activities and systems are in line with corporate policies and procedures and meet the highest standards of stewardship and probity, complying with corporate governance requirements
You will be expected to implement an annual budget setting process

Essential criteria
- CCAB Professionally qualified accountant with substantial post qualification experience.
- Evidence of Continuing Professional Development

- Appropriate management qualification

- Experience of working in the development and use of NHS costing information
- Experience and knowledge of appropriate software and BI functionality – e.g. SQL, QlikSense, PowerBI

- Highly developed analytical, interpretational and comparative skills capable of dealing with highly complex and sensitive information to support rational decision making.
- Ability to work autonomously and equally effectively as part of a multi-disciplinary team
- Demonstrable ability to negotiate work on multiple complex tasks simultaneously and produce high quality work within tight deadlines and within resource constraints.
- Specialist use of Oracle or other general ledger systems
- IT literate with practical computer application skills covering Oracle Systems and Microsoft products including advanced level of Excel spreadsheets.
