Job overview

An exciting opportunity has arisen for Head of Estates Engineering Services.

The role will involve being a member of the Capital and Estates team and will operate at a very senior level, with limited guidance or precedent, dealing with highly complex, contentious, and sensitive facts, and undertaking negotiations on a daily basis. 

Main duties of the job

Accountable for optimising and de-risking the Health Board’s core engineering infrastructure in order to ensure business continuity, reduce backlog maintenance and deliver safe and effective care services; fostering an environment of continuous dynamic and creative improvement; operating independently, exercising judgement and autonomy in decision making in line with the seniority of the role and Health Board’s policies, scheme of delegation and standing financial instructions; and complying with codes of conduct and organisational policies and procedures to ensure realisation of the health boards Strategic Service Strategy.

Qualifications

Essential criteria
  • Master’s qualification and current professional registration e.g. CIOB, MRICS, or Chartered Engineer relevant for this post plus professional knowledge, specialist courses over a range of disciplines e.g. Strategic Estates Management; Finance; HR; Estate Management;
  • Chartered membership, or demonstrably working towards membership, of an appropriate professional body e.g. Chartered Engineer, Surveyor, Builder.
  • Estate Statutory Legislation underpinned by specialist courses or equivalent experience. This level of knowledge would have been obtained over a significant period of senior management posts held within an NHS organisation.

Knowledge

Essential criteria
  • Substantial track record of delivering complex change in a senior leadership role.
  • In depth professional knowledge and application of key Welsh Government strategies, policies and targets

Experience

Essential criteria
  • Significant experience of Health and Safety legislation practices within a Health Board
  • Experience of working with Senior Leaders and Senior Clinical Leads and developing business cases and managing and delivering complex capital projects
  • Advanced project management skills/experience of managing large complex projects/improvements with a hostory of delivering to agreed budget and resources, quality and time.
  • Extensive professional experience of developing organisational policy and operational plans and proposals at coprorate level in direct support of the Health Board

Aptitude and Abilities

Essential criteria
  • Ability to interpret complex legislation and technical specifications and translate as policy and/or service development
  • Effectively managing and organising a wide rrange of complex services throughout the delivery unit ensuring clear and unequivocal focus on quality and safety
  • Plan strategically to improve services
Desirable criteria
  • Welsh language skills are desirable levels 1 to 5 in understanding, speaking, reading and writing in Welsh

  • Ability to work flexibly and travel within and outside geographical area to meet the business needs
  • Able to work hours flexibly to participate in on call rota
