The NHS Counter Fraud Authority (NHSCFA) is the national body responsible all for matters relating to the prevention, detection and investigation of economic crime across the NHS. Aligned to the DH Health Group Counter Fraud strategy, the NHSCFA acts as the principal lead for the NHS and wider health group in counter fraud intelligence work.

Job overview

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. 

The postholder will be responsible for providing constructive support, advice, and guidance on fraud prevention activity for the counter fraud community - maximising the outcomes from local proactive exercises and fraud prevention interventions. The postholder will deliver a dynamic review of system weakness reports and lessons learned from both proactive and reactive counter fraud work and will develop counter fraud guidance and fraud prevention notices to support and the guide the sector on all areas of tactical fraud prevention.

Working across the NHS landscape with a wide range of stakeholders, they will ensure that the NHSCFA are at the heart of supporting and enabling an effective counter fraud response across the sector and is continually responsive to meet the needs of a changing counter fraud landscape and the needs of the NHS counter fraud community.

Main duties of the job

·       Lead the review and evaluation of system weakness reporting, outputs from the Fraud Risk Knowledge Hub, CLUE data and other internal information sources to develop appropriate fraud prevention response.

·       Using experience and knowledge of economic crime and prevention strategies to develop and maintain a dynamic fraud prevention response to ongoing and newly identified vulnerabilities, enablers, threats, and risk by providing relevant counter fraud guidance and support to the sector.

·       Working across the NHS landscape and with a wide range of stakeholders ensure the development and the timely production and appropriate distribution of Fraud Prevention Notices, review compliance with guidance issued, and build methods and processes to accurately evaluate its subsequent impact across the sector through development of meaningful key performance indicators for both the wider health sector and the NHSCFA.

·       Responsible for producing and presenting accurate management information at a strategic and operational level in respect to operational fraud prevention activity including analysing and presenting information internally and to external stakeholder groups relating to information from a variety of sources, including information drawn from the NHS case management system.

Detailed job description and main responsibilities

·       Ensure the maintenance and continued development of the Digital Fraud Manual through engagement with internal and external stakeholders.

·       Develop and implement polices and strategies to assure and evaluate fraud prevention activity within the sector

·       Reviewing local proactive/preventative work led by Local Counter Fraud Specialists and offering fraud prevention expertise, advice, appropriate NHSCFA support (Fraud Prevention Unit, Intelligence Unit and NIS (National Investigation Service)) and guidance to help and enable the effective progression of local preventative interventions relating to fraud against the NHS

·       The postholder will provide comprehensive support and guidance to stakeholders utilising a variety of strategies to engage to maximise positive fraud prevention outcomes and identify fraud prevention savings. Producing reports and recommendations / solutions whilst ensuring that timescales are adhered to within the NHSCFAs operations structure

Essential criteria
  • Detailed and working knowledge of the requirements of PACE and Acts/Codes of Practice relating to counter fraud work, including CPIA, DPA, RIPA (Regulation of Investigatory Powers Act), Human Rights Act, Fraud Act 2006, Theft Acts, Bribery Act 2010, and Money Laundering Regulations A comprehensive understanding of the lawful methods for the obtaining of personal data or confidential information for use in counter fraud work, and relevant legislative requirements of the Data Protection Act and GDPR (General Data Protection Regulation)
  • Practical experience of developing and implementing fraud prevention guidance and solutions to mitigate fraud risks Significant practical experience of working within a counter fraud/regulatory/law enforcement environment Significant demonstrable relevant experience in stakeholder and operations environment, high level of negotiation, motivational communication skills Experience of drafting / report writing skills to a variety of audiences at all levels with the proven ability to adapt to different audiences Significant experience of collating, interpreting, and presenting detailed performance information and statistics for management consumption internally and externally
  • Educated to degree level in a relevant criminal justice discipline, or equivalent relevant experience Accredited Counter Fraud Specialist qualification or member of Government Counter Fraud Profession
  • Excellent interpersonal negotiation and influencing skills, especially handling complex issues and topics with a range of stakeholders at various levels Excellent written communication skills and experience of drafting and presenting a range of material for a variety of audiences. Excellent verbal and influencing skills to senior management level.
Desirable criteria
  • Detailed and working knowledge of operational fraud prevention methodologies and processes to mitigate risks and measure improvements, outcomes, and compliance?
  • MSc level qualification or appropriate equivalent operational experience in counter fraud prevention activity
