The NHS Counter Fraud Authority (NHSCFA) is the national body responsible all for matters relating to the prevention, detection and investigation of economic crime across the NHS. Aligned to the DH Health Group Counter Fraud strategy, the NHSCFA acts as the principal lead for the NHS and wider health group in counter fraud intelligence work.

Job overview

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS. The Corporate Governance Lead will support the Board Secretary in ensuring the Board meets its obligations to comply and secure ongoing compliance with its legislative and regulatory framework. In summary:

·        Deputise for the Board Secretary in their absence across all areas of corporate governance.

·         Provide autonomous high-level comprehensive support to the Authority board and committees, advising the chairs of committees on matters of procedure and corporate governance.

·         Oversee on a day-to-day basis the administration, communication and handling of governance issues for the Authority.

·         Responsible for developing and delivering an annual programme of Authority business in consultation with the Board Secretary and chairs of relevant committees; and 

          Responsible for the quality assurance of Committee generated documentation.

Main duties of the job

·         Support the Board Secretary by developing a clear knowledge and understanding of highly complex specialist areas such as the constitutional framework, standing orders and relevant legislation, with the ability to interpret them accurately and to provide clear guidance to Executive and Non-Executive Directors on matters of significant importance.

·         To assist the Board Secretary in the comprehensive and ongoing review of relevant national governance publications that might affect the Authority, ensuring they are briefed on these matters and have regard to them when making decisions

·         Contribute to the writing, proof reading and coordination of the publication, distribution and presentation of the annual governance statement and annual report.

·         Work with the Board Secretary in ensuring that the Authority has a robust framework for monitoring and reporting on compliance with corporate governance standards and recommended good practice.

Detailed job description and main responsibilities

·         To support the Board Secretary in ensuring that the Authority is compliant with relevant governance frameworks.

·         To work with the Board Secretary to monitor, manage and provide training to Board members as required.

·         Support the Board Secretary in setting up effective arrangements for monitoring Authority assurance against DHSE requirements

·         Lead on the Authority’s compliance with both the Registers of interests, Gifts & Hospitality; developing, implementing and managing an auditable framework and database

·         Support the Board Secretary in organising the Authority’s Annual General Meeting, deputising if so required

·         Support the Board Secretary in the application of the fit and proper persons regulations

·         In conjunction with the Board Secretary assist in the review of the Board effectiveness and ensure that its sub committees are managed effectively.

Essential criteria
  • • Significant experience of interpreting legislation and statutory guidance • Experience of developing a training programme • Experience in formal minute taking of high-level meetings/court. • Experience of handling complex data and information analysis • Experience of providing support and advice on governance issues to senior management in the NHS. • Experience of managing and supervising others • Knowledge and understanding of complex corporate governance requirements and ability to advise senior managers on these specialist matters • Experience of policy development
  • Post graduate qualification or equivalent experience
Desirable criteria
  • • Experience in the NHS • Experience of providing support to an NHS Board Secretary function. • Experience of team management • Use of Board software • Experience of delivering training to senior members of staff, ideally in the healthcare sector
  • • Knowledge of public law and judicial review
  • • Legal Practice Course or equivalent • CGI (ICSA) qualification • Educated to post-graduate level in English Law.
