Job overview
The NHS Counter Fraud Authority is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS.
This role is responsible for the development, delivery, and accountability of our strategic approach to identifying requirements, managing our workspace and development and oversight of supporting polices to ensure this meets changing business needs.
The successful candidate will also be responsible and accountable for ensuring compliance with all relevant Safety, Health and Environmental legislation across multiple office sites and home-based workers, including delivery of sustainability initiatives and reporting.
This is a short-term contract or secondment opportunity whilst we complete a change programme. The successful candidate will be experienced in workplace activities and able to demonstrate an agile approach to both current delivery and preparing for future requirements.
This role will be home based with requirement to travel across our 3 offices in Coventry, Newcastle upon Tyne and London.

Main duties of the job
Accountable for the development, delivery, and implementation of the NHSCFA strategic approach to identifying and managing workspace environments including office leases and home working requirements.
Oversight and implementation of smarter working requirements including implementation of, and alignment to, government initiatives.
Project management and leadership of any capital works.
Accountable for maintaining organisation wide compliance with all relevant Safety, Health and Environmental legislation across multiple office sites and home-based workers, including effective Lone Working support.
Oversight of requirements of Greening Government including delivery of sustainability initiatives and reporting requirements for the Annual Report & Accounts.
Accountable for the development, delivery, and implementation of the CFA sustainability strategy.

Detailed job description and main responsibilities
Liaison with all NHSCFA People Services across units to ensure that workspace arrangements support the wellbeing of our people. Overcoming barriers to ensure sensitive and contentious information on workspace decisions including office closures are understood and acted on by all levels within the organisation.
Contract Management of occupation arrangements including liaison with facilities management for both hard and soft services.
Management, testing and exercising of the organisational Business Continuity Framework.
High level reporting to the NHSCFA Board and Senior Management team on all areas of responsibility. Including an annual report to Board on all areas of activity and annual sustainability information as required for the Annual Report and Accounts.
Person specification
Knowledge and Experience
Essential criteria
- Experienced in producing high level reports including use of complex and sensitive and contentious information.
- Experienced in negotiating and managing complex contracts, including service reviews, managing specific clauses, and identifying any risk on delivery of financial return.
- A confident presenter at Team, Unit & Board level, able to influence at the highest level.
- Experienced in large scale project management with interdependencies across internal and external stakeholders.
- Experiences in policy implementation and auditing.
- Experienced in strategic decision making for accountability purposes.
Desirable criteria
- Experienced line manager.
- Budget Management.
Specialist Knowledge
Essential criteria
- Demonstrable background in ensuring compliance with Safety Health and Environmental legislation. E.g., diploma level NEBOSH, City & Guilds, or relevant MSc.
- Occupation/Estates/Facilities management theory and practical experience.
Desirable criteria
- Experience of completing returns on sustainability reporting.
- Business Continuity planning & testing.
Qualifications
Essential criteria
- NEBOSH and/or to relevant health & safety qualification with demonstratable experience managing risk in the workplace.
- Project Management or demonstratable extensive project management experience including use of project management software.
Desirable criteria
- Property management or construction related higher level qualification.
- A recognised qualification in project management
Communication Skills
Essential criteria
- Excellent Verbal and Written Skills, at an Individual, Team, and Organisational level.
- Experience in writing and delivering complex presentations to internal & external stakeholders which may include sensitive and contentious information.
- Understanding and Proficiency in MS Office Program suite and others as required.
