Job overview
As part of the central Procurement Service and reporting into the Head of Operations, the Clinical Procurement Specialist Nurse will be responsible for the delivery of a number of procurement activities across the Trust, Northumbria Healthcare Facilities Management and Northumbria Primary Care.
The successful applicant(s) will demonstrate an ability to draw on a strong basis of clinical experience, a set of clinically focused procurement skills, commercial business acumen and specific experience in the delivery of clinical driven procurement projects and processes, developed over a number of years working in the public sector.
Main duties of the job
As a key member of our centralised Procurement Service, this role will focus on the delivery of a wide portfolio of clinically focused procurement requirements, including projects of both a capital & revenue nature, with value-based approach to benefits realisation. The role will also act as a key enabler and support coordinated & enhanced delivery of both clinical and corporate objectives.
We are seeking candidates who can demonstrate experience in undertaking clinically beneficial public sector procurement projects and delivering commercial benefits using a range of appropriate procurement processes. In addition, the ability to lead project specific engagement with a wide range of stakeholders, including a broad range of clinical colleagues and teams, and the ability to manage individual workload and priorities.

Experience & Knowledge
Essential criteria
- Highly developed specialist knowledge, underpinned by theory and experience. Professional knowledge acquired through degree supplemented by post graduate diploma specialist training, experience, short courses plus further specialist training to masters equivalent level
- Evidence of significant post registration experience including substantial experience in a specialist senior role
- Detailed knowledge of current best practice government initiatives and legislation in specialised area.
- Evidence of highly specialist clinical skills and knowledge.
- Experience and working understanding of audit procedures.
- Experience of organising a project team and supporting less experienced staff during the project
Desirable criteria
- Extensive post registration experience at an advanced level.
- Extensive postgraduate training relevant to specialist area.
- Experience of working in a procurement environment
- Knowledge and preferably experience of Public Sector Procurement Regulations
- Knowledge and preferably experience of formal competitive tendering and bid evaluation
- Knowledge and preferably experience of catalogue and inventory management process and product implementation
- Experience in a variety of clinical specialties

Qualifications

- NMC registered or Health Professionals Council registered.
- Registered Nurse or Registered Operating Department Practitioner
- Degree in Nursing or relevant experience
- Post Graduate training relevant to specialist area
- To have gained, or commit to work towards full Membership of the Chartered Institute of Purchasing and Supply (MCIPS)
- Registered Mentor
- Highly developed specialist knowledge of procurement across the range of work procedures and practices underpinned by theoretical knowledge and relevant practical experience

Essential criteria
- It is an essential requirement of the role that the post holder has a valid driving licence and is either a car owner and able to use the car for work purposes or has a Trust personal lease vehicle which may be used for the role. However, the Trust would consider making reasonable adjustments to the role, if necessary, to enable a disabled person to undertake the role
