Job overview

We are looking for finance professionals who can lead the way to support our Divisions / Clinical Boards to deliver their financial objectives including growing income and reducing expenditure, while continuing to deliver care for patients across the North East and Cumbria.

We're offering a Clinical Board Finance Manager role at Newcastle Hospitals which will play a key role in the delivery of the strategic aims of the new Clinical Board structure across the Trust. These are senior finance/business partner roles that will work closely with the Clinical Boards providing front-line support, ensuring robust processes and controls and specialist, in-depth financial advice. The role also links closely with Corporate Finance function to ensure the continued development of the Finance Department and its processes to support the Clinical Board structure.

Main duties of the job

This is a senior finance role within Newcastle Hospitals providing a key link between operational and corporate management functions. The applicants will be working alongside senior leaders across the organisation to facilitate success of the Clinical Boards restructure and support to the Corporate Finance Department. 

  • Provide expert finance support to the Clinical Boards including the identification and delivery of cost improvement targets, strategic planning, performance management and preparation of business cases.
  • Analysis of complex financial information and the ability to communicate this effectively to non-financial stakeholders to enable effective decision making
  • Providing timely and accurate information to the Corporate Management Team to enable management of the Trust’s financial position and to support the decision making process.
  • Providing advice and guidance on all finance issues including appropriate challenge to inform decision making processes
  • Support Clinical Boards in the analysis, understanding and use of Patient Level Costing and other benchmarking information to support development of their business plans
  • Play a key leadership role in the annual business planning process providing high quality costing, budgetary and activity information
  • To co-ordinate with other Clinical Board Finance Managers to ensure consistency of approach to common issues across the Finance Department

Detailed job description and main responsibilities

  • To provide professional finance support to Clinical Boards, with particular reference to the Trust’s Performance Management Framework.
  • To engage with Clinical Board Director of Operations and Clinical Board Chair, to develop strategic plans and drive through Clinical Boards CIP efficiencies.
  • To work closely with senior Trust Corporate and/or Directorate Management, providing timely and accurate information and advice to facilitate the effective monitoring and management of the Trust’s financial position and to support the decision-making process.
  • To effectively interact with Corporate Finance function, providing information and detail to refine the process.
  • To evaluate and monitor the financial consequence of developments and activity trends.
  • To play a lead role in the development of financial awareness within the Trust.
  • To ensure that financial controls are maintained within Corporate Governance guidelines.

 

Person specification

Qualifications & Education

Essential criteria
  • Professional Accountancy (CCAB) qualification
  • Evidence of participation in Continuing Professional Development (CPD).
Desirable criteria
  • ECDL or equivalent experience

Knowledge & Experience

Essential criteria
  • Significant post qualification experience in the finance department of a complex organisation
  • In depth specialist and practical knowledge of the NHS Foundation Trust finance regime, including corporate governance
  • A good working knowledge of financial computer systems
  • Demonstrable experience in a financial management environment, including ability to provide detailed guidance and advice to finance and non-finance managers
  • Computer literate, especially in the use of financial reporting tools and Microsoft office
  • Knowledge of standard NHS financial management and performance management techniques
  • Knowledge of PbR, contracting & income streams
  • Knowledge of the standard organisation of clinical activities within an NHS Trust
Desirable criteria
  • Previous NHS finance experience at a senior level
  • Presentation skills/experience of public speaking
  • Experience of report writing
  • Use of Business Objects report writing software
  • Knowledge of Cedar e-financials
  • Leadership & mentoring of finance staff
  • Experience in working with the outputs of Patient Level Costing & Service Line Reporting systems

  • The ability to work autonomously, interpreting national policy and regulations for the benefit of the Finance Directorate and the Trust.
  • The ability to liaise effectively with Consultants, Senior Managers and other Health Service professionals to review problems and implement effective support packages.
  • Ability to make judgements involving highly complex facts and situations
  • The ability to plan and organise a range of complex activities and programmes, and to manage time to meet deadlines
  • Ability to communicate highly complex, sensitive or contentious information to a range of audiences using a range of different communication methods
  • Ability to communicate, advise and challenge with Clinical staff (of all grades) and Clinical Board Director of Operations.
