Job overview

This is an exciting opportunity for a qualified Technical Support Manager to join SECAmb within the existing Estates department covering the Kent area. We are looking to recruit a dynamic individual to support our Head of Strategic Estates in delivering high quality Estates service to SECAmb NHS Foundation Trust.

The Strategic Estates department is responsible for ensuring that all buildings and facilities contracts are managed and maintained effectively and safely across the Trust, to ensure that the Estate is fit for purpose, safe for work/visitors and staff and is legally compliant in all matters relating to the Estate. Secamb has three regions Kent Surry and Sussex.

The Estates Technical Support will manage the day-to –day relationship with Operational Senior Management on Estate matters, such as Health & Safety compliance, ensuring a fit purpose, safe compliant environmentally maintained at all times.

To identify and oversea small works requirements that improve the building fabric where appropriate and addresses any Health & Safety or statutory compliance requirements.

To provide and receive complex, sensitive information, persuasive, motivational, negotiating, training skills are required.

Judgement across a wide range of estate issues taking into account legislation, H&S conflicting demands – condition of plant& equipment, complex fault finding

Long term maintenance planning, short term projects planning, emergency, contingency planning for critical services.

 

 

Main duties of the job

This post is to support the Trust in the delivery of key estates objectives. In particular, the job holder will work closely with the Estates Manager to monitor and manage the performance and activities of the Trust Facilities Management (FM) provider to ensure corporate governance and assurance in the delivery of all its Statutory and Mandatory Compliance, Planned & Preventative Maintenance (PPM) and reactive repairs and minor works. 

The job holder will liaise closely with all stakeholders and members of senior management and represent the Estates function at corporate meetings to provide assurance on matters such as Health & Safety compliance. Ensuring all properties are fit-for-purpose, safe, compliant and well maintained at all times.

In undertaking role, they will identify any unreported maintenance requirements and ensure issues are resolved in a timely manner and provide assurance on activities and tasks that have been completed. They will also ensure building maintenance issues are appropriately logged. 

The job holder will also provide professional subject matter expert assurance that all PPM, audits, inspections and tests on a range of services that include fire, gas, water, asbestos lifts, emergency lighting, electrical systems, fuel etc. are fully compliant with H&S Executive and Statutory and Mandatory requirements

Detailed job description and main responsibilities

The Strategic Estates department is responsible for ensuring that the Trusts buildings and facilities contracts are managed and maintained effectively, this ensuring the Trusts estate is fit for purpose and safe for any visitors or staff to work in, visit or use, and that all matters relating to the estate are legally compliant.

The Strategic Estates department is also responsible for the ongoing review of the current estate, in conjunction with other departments within the Trust, to ensure that any buildings in use, is required, is appropriately used and continues to represent the best value. The department is also responsible for the strategic provision of new buildings, Make Ready Centres, ARCP’s, EOC etc to support the delivery of front-line services.

Qualifications

Essential criteria
  • Highly developed specialist Estates technical knowledge underpinned by theory, training qualification and experience
  • Royal Institute of Chartered Surveyors, Institute of Healthcare Engineering and Estates Management (IHEEM)
  • IOSHH or NEBOSH qualification
Desirable criteria
  • Heating Ventilation and Air Conditioning (HVAC), Building Contract Management professional qualification
  • Authorised Persons Certificate in one of the following disciplines i.e. Electrical Low Voltage Systems, Fire Alarm Systems, Fixed Electrical Installation Testing, Gas, Water, Asbestos Installations
  • Proven leadership skills, energy and drive Full driving license
