Job overview
This is a pivotal post in the Medical Directorate of NHS England East Region. The Professional Standards Team is responsible for the management of applications, performance concerns, and appraisal and revalidation of primary care practitioners on the National Performers List (NPL), aligned to the East of England Responsible Officer.
This role is key to ensuring that all applications to join the NPL are clinically reviewed as per the Policy for managing applications to join the England Performers Lists and any concerns pertaining to practitioner performance and consequently risks to patient safety are reviewed or investigated as per the Policy on Managing the Performers Lists. You will work alongside other medical advisors, associate medical directors and be supported by a skilled team of case managers.
Main duties of the job
Key aspects of this role will be to:
- Work closely with the Professional Standards Team in managing applications and professional concerns / complaints, and appraisal/revalidation issues.
- Planning and undertaking case investigations including visiting clinicians to undertake face-to-face interviews when required
- Planning and undertaking medical record reviews and producing reports from the reviews for consideration by performance groups and panels
- Input into the development and monitoring of performance improvement action plans for practitioners
- Represent the MDSIPS at meetings relating to the performance of primary care practitioners
- Attend and provide expert clinical advice to the regulatory Panel Meetings
- Advise on Performers List applications, e.g. adequacy of references, qualifications and experience, as requested by the Responsible Officer.
- Participate in practice visits and investigations as required.
- Promote good relationships between NHS England, ICBs, Local Medical Committees and primary care practitioners.
- Liaise as necessary with other NHS and non-NHS organisations such as NHS Resolution and Professional Regulatory Bodies.
- Ensure that any new legislation, NICE requirements and NHS regulations and guidance are implemented appropriately.
- Ensure relevant skills, knowledge and understanding are kept up to date to enable the provision of effective advice

Detailed job description and main responsibilities

Qualifications & Professional Practice
Essential criteria
- General Medical Practitioner with a Licence to Practise from the GMC
- Currently on the National Performers List
- Currently doing undifferentiated general practice
- Have no performance investigations or restrictions on GMC / National Performers List registration
Knowledge and Experience
Essential criteria
- Is up to date with appraisals and no revalidation issues
- Previous educational or professional advisory role
- Understanding of Appraisal & Revalidation
- Understanding of Responsible Officer Regulations and Performer List Regulations
Skills, Capabilities and Attributes
Essential criteria
- Strong external communications skills in a politically sensitive environment
- Demonstrable ability to undertake actions as a result of own interpretation of policy and guidance providing a source of expert advice to the organisation
- Ability to analyse complex issues where information maybe conflicting, incomplete and drawn from multiple sources (verbal, written and numerical)
