An opportunity has arisen for a Finance Manager in the Specialised Commissioning team in the East of England region.

We are looking for an individual who can operate in a fast paced and exciting environment and who can bring not only previous experience but diversity in thought and diversity in background to an established team.

Main duties of the job

The key elements of the role will include, but not be limited to:

  • Support the delivery of timely and accurate reporting of financial performance across the East of England Region.
  •  Working with the Operational financial team to identify and assist in ensuring performance concerns are addressed.
  • To liaise with central and regional teams to develop, understand and interpret policy and advice & disseminate and confirm compliance with accordingly. 
  • To support the team’s role in the financial planning process.
  • To support the provision of analytical financial support

You will have excellent interpersonal, communication, presentation and analytical skills.

Earlier this year, the Government announced that NHS England will gradually merge with the Department of Health and Social Care, to create a smaller, more strategic centre that reduces duplication and waste.

If successful at interview, we will initiate an Inter Authority Transfer (IAT) via the Electronic Staff Record (ESR). This retrieves key data from your current or previous NHS employer to support onboarding, including competency status, Continuous Service Dates (CSD), and annual leave entitlement. You may opt out at any stage of the process.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

You must be fully qualified AAT or Part Qualified CIPFA/CIMA/ACCA for this role.

Qualifications

Essential criteria
  • AAT qualified and ideally CCAB Part Qualified
Desirable criteria
  • Educated to Post-graduate degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
  • Further training or significant experience in project management, financial management or supporting change management processes

Knowledge and Experience

Essential criteria
  • Understanding of NHS Finance or broader public sector financial management at an intermediate level for a number of years
  • Extensive experience in financial management (financial planning, budget setting, financial reporting and monitoring, and forecasting)
  • Understanding of the relationship between the Department of Health, NHSE and individual provider and commissioning organisations
  • Evidence of post qualifying continuing professional development

Skills and Capabilities

Essential criteria
  • Ability to communicate complex financial and other data to all disciplines
  • Clear communicator with excellent written and presentation skills; capable of constructing and delivering clear ideas and concepts concisely and accurately to a diverse and varied range of audiences consisting of internal and external stakeholders
  • Numerate and able to understand complex financial issues combined with deep analytical skills
