Job overview

NHS England is seeking an experienced clinical digital leader to provide regional leadership for digital transformation across London. The postholder will ensure digital strategies, programmes and technologies improve patient outcomes, support the 10 Year Health Plan and align with national priorities.

The role will act as a senior clinical expert on digital, information and informatics matters, providing clinical assurance, design guidance, risk management and specialist advice across the London health and care system.

Main duties of the job

  • Lead and coordinate clinical digital transformation across London.

    Provide expert advice on digital tools, infrastructure, clinical safety, governance and risk.

    Work with integrated care boards, providers, commissioners, regulators and national teams to align delivery.

    Support the effective use of  analytics, predictive modelling, risk stratification and population health tools.

    Evaluate and support the safe adoption of artificial intelligence, health technology and remote monitoring.

    Ensure digital programmes reduce inequalities and address digital exclusion.

    Support the safe transition of digital functions, with clear governance, accountability and workforce planning.

    Contribute to regional tests of concept and tests of value at scale.

Detailed job description and main responsibilities

Develop and oversee a regional digital roadmap and portfolio aligned with national programmes and the London Health Plan.

Monitor delivery, assure progress and mitigate/ escalate risks through appropriate governance arrangements.

Act as a hub for clinical informatics expertise, drawing on national specialist resources where appropriate.

Strengthen interoperability, data-sharing arrangements and analytics maturity across London systems.

Provide clinical leadership for the assessment, implementation and scaling of innovative digital solutions.

Promote inclusive design, accessibility and evidence-based improvement to support better patient outcomes.

Build strong relationships across organisational boundaries and communicate complex or sensitive matters clearly.

Model collaborative leadership, sound judgement, integrity and a strong commitment to NHS values.

Essential requirements: Fully registered medical practitioner in good standing with the General Medical Council and relevant Royal College or Faculty; master’s-level qualification or equivalent senior experience; senior clinical informatics leadership experience, including experience in a Chief Clinical Information Officer role within an NHS organisation; and a strong record of leading complex, system-wide change.

Essential criteria
  • Fully registered medical practitioner in good standing with the General Medical Council and relevant Royal College or Faculty.

Clinical Digital

Essential criteria
  • Senior clinical informatics leadership experience, including experience in a Chief Clinical Information Officer role within an NHS organisation.
  • Proven record of leading substantial organisational or system-wide change and translating strategic vision into measurable outcomes.

Strategic and system knowledge

Essential criteria
  • Expert knowledge of using information, technology and digital transformation to improve healthcare and patient outcomes.
  • Understanding of current healthcare policy and its implications for digital transformation and stakeholder engagement.

Leadership and partnership working

Essential criteria
  • Proven senior leadership experience, with the ability to establish direction and work effectively across organisational boundaries.
  • Ability to influence senior stakeholders and manage challenging, sensitive or conflicting situations constructively

Analytical and communication skills

Essential criteria
  • Ability to analyse highly complex qualitative and quantitative information and present clear, evidence-based conclusions.
  • Ability to exercise sound judgement, work autonomously and develop innovative solutions where guidance or precedent is limited.
