Main duties of the job
The role is ideal for someone looking to combine client management with strong project management skills, enabling the successful delivery against sponsor requirements and approved business cases.
Key aspects of this role include:
- Acts as the key client link with the PMO, providing strategic direction and oversight, and managing delivery of outputs from the programme’s delivery partner
- Establishes and continuously improves governance, assurance, planning, controls, reporting, and performance/benefits frameworks
- Provides executive decision support to the Programme Operations Director and COO
- Ensures high‑quality, timely, insight‑rich information flows to underpin governance and stakeholder confidence.
It interfaces closely with the Sponsor Team and Delivery Teams, acting as the “bridge” to assure that strategic intent is translated into delivery and that risks, issues and dependencies are actively

NHS England has a wide range of statutory functions, responsibilities and regulatory powers. These are focused on supporting the wider NHS to deliver high quality care, as well as doing those things that are best done once for the whole NHS.
Our staff bring expertise across clinical, operational, commissioning, technology, data science, cyber security, software engineering, education, and commercial specialisms — enabling us to design and deliver high-quality NHS services.
In March 2025, the Government announced that NHS England and the Department of Health and Social Care will increasingly merge functions, ultimately leading to NHS England being fully integrated into the department.

- Educated to Masters level or equivalent level or equivalent experience of working at a senior level in specialist area.
Experience
Essential criteria
- Proven leadership experience in complex / public sector environments, including establishing and leading PMO / controls functions on major programmes
- Expertise in programme planning, scheduling, benefits management and project controls (risk/issue/dependency/change)
- Experience providing board level reporting/analysis and translating strategy into delivery
- Understanding of NHS governance and policy context and the interface with DHSC/NHSE and provider/commissioner organisations
- Proven and significant leadership experience and/or formal management qualification
- Demonstrable experience of managing and prioritising a large budget with solid working knowledge of financial process requirements
- Previously responsible for a budget, involved in budget setting and working knowledge of financial processes

- Leadership, vision and strategic thinking; able to operate across strategic and operational horizons and make sound judgements under ambiguity
- Highly developed communication and influencing skills
