Job overview
We are seeking an experienced Workforce Business Partner to provide senior medical workforce expertise within our Medical Directorate. Working closely with the Chief Medical Officer and senior medical leaders, you will offer strategic, data‑driven insight that supports safe, effective and sustainable services.
You will also provide senior workforce partnering to our Central and Corporate Services, giving leaders high‑quality workforce analysis, planning support and people advice.
The role leads key medical workforce processes — including appraisal, revalidation, job planning and MHPS — ensuring strong governance, statutory compliance and a positive workforce experience. Using workforce intelligence and KPI trends, you will identify risks, highlight opportunities and shape practical workforce solutions.
About You
You are an experienced people professional with specialist knowledge of medical workforce systems and the confidence to partner with senior clinical leaders. You bring sound judgement, clear communication and the ability to turn data into meaningful insight. Skilled in complex processes and compliance, you promote high governance standards and help build capability in others. Collaborative and values‑driven, you support just‑culture approaches and are committed to improving workforce experience and patient care.
This post is for 20 hours per week over 4/5 days.
Main duties of the job
- Provide senior oversight of medical workforce systems including appraisal, revalidation, job planning, study leave and governance processes.
- Lead on quality assurance of medical workforce processes, ensuring statutory compliance and high‑quality data.
- Triangulate medical workforce information with performance, quality and operational data to identify hotspots, trends and risks.
- Produce high‑quality narrative, insight and assurance reports for the CMO, Executive Team and Board.
- Monitor performance against medical workforce KPIs and drive forward improvement plans where needed.
- Act as senior specialist adviser for complex medical workforce issues, including MHPS processes, capability concerns, professional standards and high‑risk situations.
- Act as senior workforce partner to the Medical Directorate and (where required) other Directorates.
- Use workforce dashboards, ESR data, Allocate/e‑rostering, FourteenFish/PReP and other datasets to provide strategic insight.
- Support workforce planning, modelling and design of future workforce requirements.
- Identify risks to recruitment, retention, rota viability, wellbeing, or service sustainability and propose mitigations.
- Provide expert advice on terms and conditions for medical/AfC staff and ensure consistent application.
- Support recruitment and retention initiatives to reduce vacancies and reliance on temporary staffing.

Qualifications
Essential criteria
- • CIPD Level 7 (or Level 5 with substantial relevant experience) or equivalent HR qualification/experience.
Desirable criteria
- • Associate or Chartered CIPD membership.
- • Coaching/mentoring qualification and/or project management training.
Experience
Essential criteria
- Substantial HR advisory/partnering experience in a complex, unionised organisation
- Significant experience in medical workforce governance (appraisal, revalidation, job planning)
- Experience advising on complex ER cases, including MHPS or high‑risk medical workforce issues
- Ability to analyse and interpret large datasets and KPIs, providing clear recommendations
- Excellent understanding of employment law and medical T&Cs
- Experience supporting service change and consultation processes
Desirable criteria
- NHS or community healthcare HR experience
- Experience working with MHPS or complex medical workforce systems (FourteenFish, PReP, Allocate Medical)
