Are you passionate about shaping fair, transparent, and inclusive workplaces? We’re looking for an HR Policy & Change Advisor to join our team and play a key role in supporting organisational change. This role is offered on a fixed term basis for 12 months (this will be a secondment if you are moving within Sirona). 

Working with us you will:

  • Lead on the development, review, and implementation of HR policies, ensuring they are legally compliant, aligned with NHS terms and conditions, and reflect best practice.
  • Manage consultation processes for organisational change, working in partnership with trade unions, workforce colleagues, and staff representatives.
  • Help deliver outcomes that support a restorative, learning organisational culture and put people at the heart of decision making.

You should have:

  • Strong knowledge of employment law, HR policy, and NHS terms and conditions.
  • Experience managing consultation and change processes in complex organisations.
  • Excellent communication and relationship-building skills, with the ability to work collaboratively with a wide range of stakeholders.

Main duties of the job

•          Supporting development and review of policies, updates, toolkits, stakeholder discussion etc under the direction of the Head of HR Services.

•          Ensure HR policies comply with employment law (e.g. TUPE, redundancy, working time regulations), NHS terms and conditions, and Agenda for Change.

•          Draft clear, accessible policies, guidance, and toolkits for managers and staff.

•          Support the embedding of a just and learning culture through policy design.

•          Working closely with HR Business Partners and the Assistant Workforce Partner to support with the design and delivery of the consultation processes for organisational change (e.g. restructures, relocations, contract changes, shift pattern reviews).

•          Develop consultation plans, timelines, communications, FAQs, and staff engagement sessions.

•          Lead engagement with trade unions, staff-side, and employee representatives.

•          Undertake Equality Impact Assessments (EIAs) and advise on mitigations to reduce adverse impacts on protected groups.

•          Analyse consultation feedback, identify risks, and prepare reports for workforce forums, change boards, and senior leadership teams.

•          Report on consultation activity, highlighting risks, progress and outcomes for various workforce forums on a regular basis.

•          Maintain accurate consultation records, minutes, and decision logs

Qualifications and training

Essential criteria
  • CIPD Level 5 qualification (or equivalent level HR qualification/experience).
  • Significant experience in a generalist HR role, including HR policy development and organisational change.
  • Demonstrable knowledge of NHS employment frameworks, particularly Agenda for Change terms and conditions.
  • Detailed understanding of employment law relating to organisational change (e.g. TUPE, redundancy, consultation obligations, working time regulations).
  • Experience of working collaboratively with trade unions and staff-side colleagues.
  • Experience of leading consultation processes affecting staff terms and conditions.
  • Experience of drafting clear and accessible policy documents, guidance, and communications.
Desirable criteria
  • Working towards CIPD Level 7.
  • Experience within an NHS or large public-sector HR team.
  • Experience of Equality Impact Assessments (EIAs) and equality, diversity, and inclusion considerations in workforce policy/change.

Skills

Essential criteria
  • Excellent communication and interpersonal skills with the ability to explain complex HR and legal concepts in plain language.
  • Strong influencing and negotiation skills, particularly when working with trade unions, staff-side representatives, and senior managers.
  • High standard of written communication with the ability to produce policies, FAQs, reports, and committee papers.
Desirable criteria
  • Facilitation and presentation skills, including leading workshops, drop-ins, or staff briefings.
  • Ability to develop templates, toolkits, and checklists for organisational use
