Job overview
This role sits within the Commercial, Vaccines and Countermeasures Delivery (CVCD) Directorate. Truly dynamic, our team continues to play a central role in supporting the response to health threats as they occur and ensuring a resilient infrastructure to secure the UK in the strongest position to protect the public from future threats to health.
The Business Development team promotes the skills, experience, knowledge assets, services and products to external organisations where we negotiate contracts to win extra income to support the Agency’s work, thus allowing us to do more without additional funds from the UK taxpayer. We influence strategy and decisions, working with scientific and academic stakeholders whilst putting in place vital contracts that keep us operating as an organisation.
We are seeking a highly experienced, scientifically qualified Senior Business Development Manager (SBDM) to join UKHSA's Commercial Business Development team. This role plays an important part in proactively developing business opportunities with external organisations, overseeing the intellectual property (IP) portfolio thereby generating additional income for use across the Agency.
Main duties of the job
The SBDM will be specifically responsible for UKHSA's IP portfolio, identifying and leading on the protection, prosecution and commercialisation as well as subsequent management. You will also contribute to and coordinate the income generation strategy and the commercial priorities for your assigned areas, gaining ownership from internal and external stakeholders and presenting plans up to Board level.
This is a dynamic and challenging environment where you will need to be confident in managing complexity, applying judgement, and making decisions whilst collaborating effectively with internal and external stakeholders.

Detailed job description and main responsibilities
Strategic Business Development
- Design and implement business strategy, including external partnerships where appropriate and particularly focusing on scientific innovation outputs and their commercialisation within UKHSA
- Contribute to UKHSA business strategies for short and long-term plans
- Develop and manage a portfolio of assigned projects directly and through your team, primarily with the objective of acquiring and retaining business
Intellectual Property Management
- Promote scientific innovation across UKHSA and lead on the protection and exploitation of intellectual property assets through training and advising colleagues
- Manage UKHSA's intellectual property portfolio to maximise commercial value and public health benefit
- Identify opportunities for licencing to third parties to bring UKHSA innovations to commercial scale
Stakeholder Engagement & Partnerships
- Manage your own BD team and work with other teams and functions across UKHSA to support successful engagement with external clients and funding bodies
- Support the Deputy Director/Head of Business Development in engaging effectively with external organisations across the health landscape
- Liaise with operational, scientific, legal and regulatory leads to develop business activities and formulate proposals
- Participate in external meetings, exhibitions and conferences to promote UKHSA and develop new business opportunities
Contract Management & Negotiation
- Negotiate and sign fully delegated contracts and liaise with others on partly delegated contracts to define UKHSA's commitments, minimise risk and maximise financial return
- Develop and agree delivery of assigned business targets with operational managers, budgeting in accordance with UKHSA Standing Financial Instructions
Performance Management & Reporting
- Report regularly to the Head of Business Development to evaluate critically the results of activities and key issues
- Prepare and submit routine reports on income and risk
- Support the leadership of Business Development and the broader CVCD Directorate
Compliance and Standards
- Undertake all assigned work in accordance with UKHSA's policies and procedures
- Carry out all duties within UKHSA’s codes of safety practice
- Demonstrate willingness to travel and ability to obtain required security clearance

- Proven experience in identifying and winning commercial contracts through professional business development in the Life Science sector or related field
- Experience working in the health, life sciences, or pharmaceutical sectors
- Significant experience in intellectual property management and commercialisation
- Strong negotiation and contract management skills
- Experience working with external stakeholders and building strategic partnerships
- Understanding of income generation strategies and business planning
- Experience in preparing reports and presentations for senior leadership
Knowledge & Understanding

This role is being offered as hybrid working based at any of our Scientific Campuses.
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to
get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's scientific campus sites (Colindale, Porton or Chilton).
If based at one of our scientific campuses, you will be required to have a minimum of a CTC security vetting check as a minimum.
For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires CTC clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.
