Job overview

We are looking for a highly motivated and enthusiastic professional to join our Hinchingbrooke Redevelopment Team at North West Anglia NHS FT. Reporting to the Commercial Lead, the post holder will provide senior commercial and procurement leadership to the Trust, with a primary focus on the effective use of established procurement routes, including the execution of further competitions and compliant direct awards, to support delivery of the Trust’s Capital Programme, Strategic Projects and New Hospital Programme (NHP) initiatives 

As an integral member of the HHRP team the post holder will be expected to develop strong customer/stakeholder relationships and work closely with clinicians and managers across the Trust.

Main duties of the job

  • Ensure all procurement activity is fully compliant with the Public Contract Regulations 2015 and the Procurement Act 2023 
  • Lead on the drafting, negotiation and agreement of SLAs, KPIs, performance regimes and associated contract schedules, ensuring alignment with operational and service requirements 
  • Work closely with legal, finance and project teams to ensure contracts are commercially robust and deliverable. 
  • Support and advise on the procurement and commercial management of projects using NEC4 forms of contract, including Professional Service Contracts (PSC) and Engineering & Construction Contracts (ECC).

Education and Qualifications

Essential criteria
  • Educated to a postgraduate degree or equivalent experience at a senior procurement manager level in a relevant commercial environment
  • Evidence of continued personal and professional development (CPD)
Desirable criteria
  • Membership of the Chartered Institute of Procurement and Supply (CIPS)
  • Prince 2 Practitioner

Experience

Essential criteria
  • Proven experience as a Procurement Manager in previous or similar commercial roles within the public sector
  • Demonstrable experience of using IT Procurement solutions at an advanced level for Contract Management, e-tendering, catalogue Management and Inventory Management
  • Proven experience in drafting and negotiating SLAs and associated commercial schedules
Desirable criteria
  • Practical experience of working with or managing contracts under NEC3/NEC4 (NEC4 preferable)
  • Proven experience as a Procurement Manager in previous or similar commercial roles within the NHS

Knowledge/Skills and Abilities

Essential criteria
  • In-depth knowledge of public sector framework agreements, call-off mechanisms and further competition processes
  • Sound knowledge of the NHS eProcurement and associated IT solutions
  • Sound and in-depth knowledge of public procurement legislation and associated contract law
Desirable criteria
  • Working knowledge of NEC4 contracts, including commercial principles and risk management
  • Knowledge of the HHRP and NHP Projects
