Job overview

Lancashire & South Cumbria NHS Foundation Trust are looking for an experienced, confident and approachable EPRR professional to lead our Trust‑wide Emergency Preparedness, Resilience & Response (EPRR) and Business Continuity work.
This is a key senior role where you’ll help us to stay safe, be prepared and able to respond effectively l to major incidents and service disruptions. You’ll work closely with our operational teams, Executives and system partners to make sure resilience is part of everyday practice and not just something we think about when things go wrong.
The post holder will provide professional leadership, strategic oversight, and expert guidance across all aspects of Emergency Preparedness, Resilience, Response and Business Continuity work, ensuring we meet statutory requirements including NHS England’s EPRR Framework and Core Standards.

You will drive a culture where preparedness, resilience, recovery, and continuous improvement are deeply embedded across all services—supporting our commitment to safe, high quality patient care in every circumstance.

Main duties of the job

The post holder has lead responsibility for professional leadership and improvement strategies in the areas of Emergency Preparedness, Resilience & Response (EPRR) and Business Continuity Management (BCM). The post holder will have corporate responsibility overseeing and delivering the EPRR Strategy for the Trust and developing the EPRR/BCM framework.  The post holder will lead in creating a culture and environment in which EPRR/BCM is embedded at all levels in the organisation to ensure the sustained delivery of high quality, safe, patient care. 
  
The post holder will provide leadership on specialist emergency planning issues, in the context of the Foundation trust’s Terms of Authorisation; 
•    for emergency planning 
•    for general capacity and surge management 
•    for risk mitigation 
 
The post holder will also be responsible for developing regular reports to the Resilience Management group and trust Operations Board, and be responsible for planning and providing or enabling the provision of all training required for the trust to be compliant and able to deliver safe action for all major incidents. 
 
The post holder will provide the required assurances to the Trust Board and Executive that the Trust’s EPRR and BCM is fit for purpose, having been tested, assessed, inspected and scrutinized.

Education/ Qualification/Training

Essential criteria
  • Masters qualification or demonstrable equivalent experience working at a senior level in specialist area.
  • Evidence of active continued professional development to support the delivery of a senior leadership role including several years of experience of working in the NHS preferably in Governance or in Emergency Preparedness, Resilience & Response (EPRR) and Business Continuity
  • Management (BCM) systems. Diploma in Health Emergency Planning (DipHEP) Training Qualification

Knowledge

Essential criteria
  • Highly developed specialist knowledge of EPRR/BCM.
  • Extensive knowledge of governance and EPRR frameworks, particularly but not exclusively within the NHS.
  • Ability to exercise independent and professional judgement across a range of EPRR/BCM areas.
  • Able to demonstrate strategic thinking and develop/ formulate long term strategic plans over a number of years
  • Able to communicate effectively with staff at all levels and professions across the organisation.

Experience

Essential criteria
  • Demonstrate excellent planning and organisational skills and the professionalism to make adjustments if targets are not met.

Skills and Abilities

Essential criteria
  • Excellent presentation skills; be able to confidently deliver to any staff group both internal and external to the organisation.
  • Skilled in analyzing and interpreting complex and highly specialised information from various sources to measure themes, trends and improvement.
  • Capable of applying sustained concentration and focus on priorities and outcomes within a diverse workload.
  • Full range of IT skills including Excel, Word, PowerPoint, Teams and other databases/ dashboards.
