Job overview
The Portfolio Management Office Lead provides senior leadership and oversight for the Trust’s portfolio of estates capital projects, from initial planning through construction, completion and operational handover.
The role leads a team, supports the Deputy Head and Head of Estates Capital Projects, and provides expert advice on portfolio governance, performance, finance, risk and project controls. The postholder ensures projects are delivered safely, efficiently and in accordance with Trust procedures, statutory requirements and industry best practice, while supporting the Trust’s strategic capital programme and maintaining a safe environment for patients, staff and the public.

Main duties of the job
- The postholder leads project governance, assurance, reporting, risk management and performance monitoring across the capital programme. Responsibilities include managing and developing staff, supporting projects valued from £5,000 to over £50 million, preparing business cases, monitoring budgets, forecasts and expenditure, and reporting progress to senior leaders and Trust committees.
- The role ensures projects meet quality, safety, compliance and sustainability requirements, supports procurement and tendering, coordinates internal and external stakeholders, and develops effective systems, policies and procedures.
- The postholder also analyses portfolio performance, supports strategic estates planning, facilitates lessons learned and post-project reviews, and deputises for senior colleagues when required.

Essential criteria
- Demonstrable professional knowledge acquired through; • a project/programming related degree, or • other equivalent qualification, or • significant health and/or construction related industry experience.
- Programme and/or project management qualification.
- Detailed demonstrable knowledge and experience in portfolio management, leadership, financial, and strategic planning.
- Minimum two years senior management experience in healthcare or similar capital project works delivery environment
