An exciting opportunity has arisen to join the Finance Performance and Delivery (FP&D) Directorate as a proactive, organised and analytically minded Senior Business & Costing Support Analyst, working closely with the Business Support Manager and the Assistant Director for Strategic Costing and team to help maintain effective corporate business and administrative functions while supporting the development, process management, and analysis of Welsh Costing Returns (WCRs) within a fast‑paced, high‑profile environment. You will be comfortable managing a significant workload, confident liaising with senior internal and external stakeholders, and familiar with the Oracle financial system, including placing requisitions and orders.
Main duties of the job
This is a critical position within the team, helping the Directorate operate efficiently and effectively within a fast-paced, high-profile environment while maintaining strong internal and external relationships.
In this varied and vital role, the Senior Business and Costing Support Analyst will assist the Business Support Manager to provide professional business and operational support to the Directorate to ensure the smooth running of corporate and administrative functions.
The postholder will also play a key role in supporting the Assistant Director for Strategic Costing and their team, assisting with the development, process management and analysis of Welsh Costing Returns and related data.

- Support the coordination of FP&D meetings, including scheduling, agendas, preparation and minute‑taking.
- Assist in maintaining and developing FP&D SharePoint sites and office systems.
- Support the Welsh Costing Returns (WCR) process, including receipt, validation and data quality checks.
- Provide administrative and technical support to the All Wales Costing Technical Group.
- Collect, validate and analyse complex datasets, using advanced Excel and reporting tools.
- Produce reports, summaries, and presentations for senior leaders and project teams.
- Build and maintain professional working relationships across NHS Wales and Welsh Government.
- Support procurement processes, financial administration, and budget monitoring activities.
- Assist with induction, training, personnel administration and team support.
- Ensure all records, information and data meet organisational governance and data protection standards.
- Contribute to continuous improvement activities and support the development of office systems and guidance.

Qualifications and Knowledge
Essential criteria
- 5 GCSEs including Maths and English or equivalent qualification.
- A levels or equivalent qualification.
- Educated to Level 4 with relevant knowledge and experience, or demonstrable equivalent experience.
- Advanced ECDL or equivalent level of knowledge and skills.
- Knowledge of information governance and control.
Desirable criteria
- PRINCE 2 Foundation or equivalent.
- Progression to professional Accountancy Qualification (e.g. AAT).
- Previous specialist knowledge of costing and value-based healthcare.
- Demonstrable personal learning and development.
Experience
Essential criteria
- Experience of communicating with all levels of professional staff and the public.
- Experience of dealing with confidential and sensitive data and appropriate maintenance and storage of records.
- Experience of operating Microsoft Office Suite with advanced proficiency in Excel and Word.
- Experience of applying project management methodologies and monitoring ongoing projects.
- Experience of managing finance systems (e.g ordering, budget monitoring).
- Experience of implementing administrative policies and procedures.
Desirable criteria
- Experience through contributing to costing, benchmarking, value-based healthcare or performance data production.
- Experience of monitoring performance indicators.
- Experience of meeting arrangement and administration, including formal minute taking.
- Previous administrative experience within the NHS.
Skills and Attributes
Essential criteria
- Proficient in the selection and use of standard Microsoft software, such as Outlook, Teams, Word, Excel, PowerPoint.
- Thorough understanding of administrative procedures, including filing/data systems and records management.
- Ability to work on own initiative and manage own workload.
- Able to organise and administrate multi-disciplinary meetings and events.
- A demonstrable understanding and application of management and communication skills, that include persuasion, negotiation, time management, and prioritisation.
- Ability to combine and analyse information from numerous sources with good analytical and numeracy skills.
Desirable criteria
- Skilled in data visualisation and presentation.
- Welsh Language Skills are desirable at levels 1 to 5 in understanding, speaking, reading, and writing in Welsh.
