Please be advised that there is a temporary top up for Bands 2 and 3 to reflect the incorporation of the top up to the living wage of £12.60 per hour - £24,638 per annum.

This temporary top up will be in place until the annual pay uplift for 2025/26 is confirmed.

 

Job overview

THIS POST IS FIXED TERM FOR 24 MONTHS TO MEET THE NEEDS OF THE SERVICE.

· Work within the Diabetes Strategic Clinical Network as an associate to the Clinical Lead, supporting the development and implementation of service strategy.

· Support the Clinical Lead and Network Manager in providing robust leadership and advice to the Network team and wider clinical community.

· Lead on specific workstreams within the Diabetes Network work programme.

Main duties of the job

· To provide professional and clinical leadership to the network, acting as point of contact for stakeholders.

· To communicate the network vision around future health services in a way which motivates the clinical community based on improving outcomes within a value-based context from national policy through to local delivery level.

· To deputise for the National Clinical Lead and meet with the health board lead executives as required.

· To work with key stakeholders across Wales, the UK and internationally, including health boards, trusts, third sector and Welsh Government.

· To inspire colleagues to innovate and problem solve, acting in the best interests of the population and take collective responsibility for decisions.

Detailed job description and main responsibilities

Clinical Leadership

· Use experience and clinical expertise to provide leadership and advice to ensure that clinical leadership is central to the delivery of all network and NHS Wales activities.

· Identifying and working with the relevant individuals in the clinical leadership of the assigned area of work.

· To foster and promote a culture of clinical engagement and influence ensuring the network is truly clinically led.

· To support the Network team in the development of priorities to inform the work programme, demonstrating sound judgement and decision making.

· To act as a clinical champion/identified lead for specific thematic programmes of work.

· To promote the systematic application of quality framework tools such as NICE Quality Standards and methodologies to support understanding variation and drive system change. Strategic Planning

· Provide specialist clinical advice and leadership in developing strategy documents, standards of care and service specifications.

· Advise on assurance processes, seeking the views of colleagues across the service. Improvement and Monitoring

· To foster a culture of multi-professional engagement in the improvement of care across the work streams of the Network.

· To maintain credibility with all key players within the network community, fostering a culture of collaboration for the delivery of equitable, high-quality care across all sectors.

· Ensuring that progress reports are produced on a routine basis that provide the wider network and key stakeholders with an overview of progress which includes highlighting successes and risks to the delivery of objectives.

· To work closely with the Network Manager and team to develop plans to ensure that service improvement is coordinated through the agreed work programme. Communications

· To engage, develop and sustain professional relationships with key stakeholders, both within NHS Wales and across the UK. Facilitating a two-way dialogue to enhance the meaningful involvement of clinicians across Wales.

· To represent the Network on clinical forums, providing a source of expertise and advice.

· To work with partners in support of aligning innovation, education, informatics, and quality improvement.

· To maintain effective and visible network communication arrangements with the clinical communities across Wales, that can be evidenced by strengthened and improved relationships, collaborative behaviours and joint working across and between teams, organisations and sectors. Digital and Information

· Actively promote standardised digital solutions across perinatal services.

 · Utilise robust data and information to ascertain health intelligence and drive improvement.

Qualifications

Essential criteria
  • Fully qualified in a professional clinical discipline
  • Evidence of relevant Continuing Professional Development.
  • Knowledge of WG and NHS Wales policy context
  • Understand the strategic context and have in-depth knowledge of Diabetes Network work plan
Desirable criteria
  • Demonstrate involvement in and enthusiasm for developing capability for improvement and system leadership.
  • Knowledge and clear insight into current challenges facing NHS Wales

Skills and Attributes

Essential criteria
  • Aptitude or potential ability to function at a senior leadership level.
  • Proven track record of team working and delivering on key pieces of work
  • Knowledge and ability to negotiate, influence, direct, and if necessary, challenge senior peers or managers within the perinatal community and partners in the health economy in order to deliver change
  • Ability to lead others, think strategically and communicate vision effectively
  • Able to significantly influence others across organisational boundaries, without any direct authority
