The health board is committed to taking positive steps to promote, lead, connect and support a coordinated approach to various digital inclusion work across Carmarthenshire, Ceredigion and Pembrokeshire as part of the Digital Inclusion Programme.  The Digital Inclusion Programme works towards equipping the workforce and the wider population with the motivation, access, skills, and confidence to engage with an increasingly digital world, based on their needs.  This activity directly correlates to opportunities for HDUHB to maximise the use of digital technology to help deliver care and improve the well-being of its population. 

An exciting opportunity has arisen for someone to join our motivated, passionate and inspiring team to provide maternity cover to continue to develop on the excellent work and support of the Digital Inclusion Programme across the health board.

Main duties of the job

The role of the Digital Inclusion Advisor is to assist the Digital Inclusion Manager with the delivery of our ambitious digital inclusion programme to address digital inequality.  This will cut across all digital activity both in and out of the health board setting.  There are eight pillars to this programme which will include the need to embed the following themes in digital activity:

  • Recognise digital access and skills as a social determinant of health
  • Co-design digital health services 
  • Improve digital health literacy in the population 
  • Develop ‘digital health hubs’ to improve inclusion 
  • Build trust and relationships with poorly-served groups 
  • Harness the benefits of digital for health and wellbeing 
  • Improve digital skills in the health and care workforce
  • Embed digital inclusion in health and care and wellbeing strategies

The Digital Inclusion Adviser role involves implementing and delivering digital inclusion support and activities across the workforce internally and providing a joined-up approach tackling digital exclusion through working closely with external stakeholders and key partners to support the development and growth of sustainable digital inclusion activities.

The role will require that the successful candidate can travel across the three local authority areas; Carmarthenshire, Ceredigion and Pembrokeshire to support and engage with staff and communities. 

 

Working for our organisation

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties. 

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.
We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers. 

Our services are provided in:

  • Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest
  • Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire 
  • Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings 
    47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers 
  • Numerous mental health and learning disabilities services

Person specification

Qualifications and Knowledge

Essential criteria
  • Relevant degree
  • Post Grad qualification, or PGCE level certificate in training and development
  • Knowledge and understanding of key Welsh Government digital and health policy areas, and the Well-being of Our Future Generations Act
  • An understanding of the area served by the Health Board and its social and economic character
  • Strong ICT skills and ability to confidently use various digital tools to demonstrate the benefit of technology and the positive and beneficial outcomes to health and wellbeing
  • Evidence of further development – education/training
Desirable criteria
  • A good understanding of the challenges presented by digital exclusion
  • Understanding of the Geographical area that Hywel Dda University Health Board serves
  • Knowledge and understanding of volunteer development and placement
  • Good understanding of local authority functions, key stakeholders and the wider support opportunities within the communities
  • Knowledge of organisational structures, management reporting lines and appropriate routes for delegation of project work packages

Experience

Essential criteria
  • Demonstrated experience in a public sector environment or Digital Inclusion specific delivery programme or project
  • Experience of building effective relationships and partnerships with organisations that result in sustainable change
  • Demonstrable experience of supporting, advising and guiding projects
  • Experience of formal and informal methods of skills and development of others
  • Previous experience of planning and developing content and delivering inspiring and engaging sessions/workshops in a variety of presenting methods
Desirable criteria
  • An understanding of project methodology
  • Experience of working within an NHS environment
  • Experience of working with local authorities and 3rd sector organisations
