We are looking for an experienced, confident and highly organised Compliance & Governance Lead to join our Temporary Staffing Services (TSS) team. You’ll play a central role in keeping our temporary workforce safe, compliant and ready to work, bringing together operational expertise with strong analytical thinking. This is a great opportunity for someone who enjoys improving systems, solving problems and leading on service governance in a fast-moving environment.

Your work will directly support safe staffing across the Trust and strengthen the quality, accuracy and reliability of our compliance processes and data.

Main duties of the job

As the TSS Compliance & Governance Lead, you will take responsibility for the oversight and day-to-day management of compliance for all bank and agency workers. You’ll provide expert guidance on right-to-work, DBS, recruitment checks, training compliance and agency framework standards, ensuring everything we do meets national and local requirements.

You’ll lead on escalation management, support TSS coordinators with complex queries, drive improvements in how we collect and use compliance data, and contribute to a more consistent and robust governance framework within TSS. You will also play a key role in analysing compliance information and reporting trends, helping the service make informed decisions.

Detailed job description and main responsibilities

Key Responsibilities:

  • Take operational leadership of compliance and governance across the Temporary Staffing Service, ensuring all bank and agency workers meet NHS Employment Check Standards and Trust requirements.
  • Provide expert advice on right-to-work, DBS, statutory/mandatory training, registration checks and agency worker compliance, resolving complex issues and escalating risks where necessary.
  • Oversee the daily workflow of compliance activity, supporting the TSS coordinators and ensuring checks are completed safely, accurately and within required timescales.
  • Lead and refine compliance auditing processes, identifying gaps, inconsistencies and improvement opportunities across systems and workflows.
  • Maintain high-quality data in our temporary staffing systems, working closely with BI and Workforce Information colleagues to improve reporting, dashboards and compliance intelligence.
  • Produce accurate and timely reports on compliance performance, risks and trends for service managers and senior leaders.
  • Develop and update Standard Operating Procedures, helping to embed consistent and efficient working practices across the team.
  • Build strong working relationships with internal teams, agency partners and external stakeholders to resolve issues quickly and maintain safe workforce supply.
  • Support the continuous improvement agenda within TSS, contributing ideas, identifying service risks and helping shape more efficient governance arrangements.
  • Provide training, guidance and day-to-day support to TSS coordinators, ensuring they have the knowledge and skills to carry out compliance work to a high standard.

Essential criteria
  • Educated to degree level or equivalent experience in a related field (e.g. workforce, compliance, data analysis, HR, business administration).
Desirable criteria
  • Certification or formal training in data analysis, Excel, Power Query, or SQL.
  • Training or qualification in HR, recruitment compliance, or workforce systems.

Experience

Essential criteria
  • Significant experience working in a compliance, governance, workforce, temporary staffing or recruitment environment.
  • Experience in recruitment/pre-engagement checks, right-to-work processes, agency governance or data quality auditing.
  • Demonstrable experience managing complex administrative processes in a high-pressure setting with strict deadlines.
  • Experience analysing, interpreting and presenting complex information to varied audiences.
  • Experience producing reports, dashboards or compliance summaries.
  • Experience supporting or supervising staff, delegating tasks, and managing workflow.
  • Experience resolving complex or sensitive compliance queries with sound judgement.
Desirable criteria
  • Experience working within an NHS Temporary Staffing Service, workforce team or similar regulated environment.
  • Experience working with temporary staffing systems such as HealthRoster, BankStaff, Locum’s Nest, or ESR.
  • Experience in service improvement, SOP writing or process redesign.

Technical Skills and Competencies

Essential criteria
  • Strong analytical skills, with the ability to interpret complex information and identify risks, trends and required actions.
  • Advanced Microsoft Excel skills (including lookups, pivot tables, advanced formulas and data cleaning).
  • Highly competent in Microsoft Office 365, including SharePoint, Lists, Outlook and Teams.
  • Excellent attention to detail, ensuring accuracy in data, documentation and compliance records.
  • Ability to assess compliance status against a range of statutory, regulatory and contractual standards.
  • Ability to plan, prioritise and manage a varied and unpredictable workload under pressure.
  • High standard of written communication, including preparing clear, structured reports.
  • Confident in presenting complex or sensitive information to non-technical staff.
Desirable criteria
  • Experience using or querying ESR, HealthRoster, BankStaff, TempRE or similar systems.
  • Experience writing or maintaining SOPs or process documentation.
  • Knowledge of Power Query, SQL, coding logic, or BI/data reporting tools.
  • Experience designing or improving automated workflows using Power Automate.

Knowledge

Essential criteria
  • Knowledge of NHS Employment Check Standards and the compliance requirements for temporary workers.
  • Strong understanding of Right to Work legislation and DBS processes.
  • Understanding of data confidentiality, GDPR and information governance in a workforce setting.
  • Awareness of Trust and national expectations around agency usage, temporary staffing governance and safe staffing.
  • Understanding of audit processes, quality assurance, and data quality improvement.
Desirable criteria
  • Knowledge of NHS workforce terminology, recruitment practices and training compliance standards.
  • Knowledge of NHS Information Standards and Model Hospital metrics.
  • Understanding of wider workforce planning issues and the impact of compliance on service delivery.
