Job overview

The post holder will be expected to provide a timely, safe, efficient and cost effective estates operational and maintenance service.

Responsible to the Head of Estates, with line management responsibility for all Team Leaders, and Estates maintenance personnel working within the Estates Department.

The post holder will act as a specialist on behalf of the Trust for all aspects of Engineering & Building Services and will be responsible for ensuring the reliability of the engineering infrastructure, systems and equipment.

It will be expected of the post holder to develop a positive/close working relationship with all other Facilities and Estates Managers, Divisional Departments Senior Management in both Clinical and Non-Clinical area’s and participates as a member of the Projects Team for all issues relating to the Trust Operational Service.

Main duties of the job

Responsible for Electrical, Mechanical, and Building services for the Trust.

· Facilitate a quality Estates service that is responsive to the Trust operational needs, ensuring that the service provided is efficient and effective and delivered to the highest possible standards maximising the Trust's assets for its patients, visitors and staff within the resources allocated.

· Provide detailed professional and technical estates advice and support to the Engineering Manager, Trust staff external contractors and consultants covering any issues relating to or that have an impact on the delivery of the operational service.

· Ensure compliance with all Statutory Standards, Codes of Practice, Health and Safety Guidance, Health Technical Memoranda, COSHH, Building Regulations and NHS Executive Directives, relating to Estates Services.

· Responsible for ensuring that engineering maintenance, including contract work, is carried out to the appropriate standard and specification, act as the Trust Clerk of works and commissioning specialist for site inspections, testing and commissioning to all new and refurbishment works carried out on both sites.

Detailed job description and main responsibilities

· Be responsible for ensuring specialist services and equipment used to deliver patient care is maintained, tested and commissioned in accordance with statutory standards, and where necessary instruct the relevant authorised personnel, laboratories or pharmacists for specialist areas such as :

o Piped medical gases

o Theatre air testing and verification

o Water sampling & testing

o Asbestos sampling, testing and air monitoring

· Monitor and review the building, mechanical, and electrical engineering service planned preventative maintenance system (PPM) and ensure that statutory and mandatory compliance is achieved.

· Takes the lead in all Engineering Governance issues including incident/complaints management, risk assessments and register management, Health & Safety, including RIDDOR, COSHH, and LOLER etc.

· Oversee minor schemes and Capital Works from design to completion.

· Responsible for performance monitoring and review, development of individual performance objectives and performance development review for all staff for which the post holder is responsible.

· Carry out any disciplinary actions needed to comply with Trust guidance on any issues with regard to staff sickness, attendance, dress, and code of conduct.

· Maintain and update divisional policies and procedures in accordance with Estates legislation and Trust protocol. Play a key role in the promotion and development of a safe working culture, work closely with the trust and outside safety professionals to achieve a safe working environment at all times.

· To participate on the Emergency on-call roster and to assist operational staff undertaking out-of-hour duties.

· Provide cover for colleagues as appropriate.

· Assist in producing ad hoc reports and in project work.

· Undertake any other duties requested, as appropriate to the banding.

· Engage in Continual Professional Development courses relevant to this position

Experience

Essential criteria
  • Proven engineering management experience which includes staff management/supervisory responsibilities
  • Previous experience and understanding of Estates Maintenance
  • Performance Management;Operational Management Experience
  • Experience and Knowledge of technical developments, financial procedures and statutory reuqirements
Desirable criteria
  • Relevant NHS Experience

Qulifications

Essential criteria
  • Educated to at least HNC Level or equivalent in an engineering subject
  • Willing to undertake further Training appropriate to role
Desirable criteria
  • Relevant Management Qualification to Diploma level or equivalent
  • AP Electrical (LV & AP Ventilation)

  • Excellent oral and written communication skills
  • Knowledge of a range of Software
