Job overview
Working as part of a multi-disciplinary Estates team, the Estates Compliance Manager reports to the Associate Director of Estates.
The post holder will require advanced specialist knowledge or healthcare design standards, construction legislations and NHS specific requirements, including Health Building Notes (HBN), Health Technical Memoranda (HTM), NHS England Estates Guidance, Building Regulations (Including Building Safety Regulator Higher Risk Buildings) and Health and Safety Executive (HSE), CQC and PLACE audits.
The post holder will work closely with the Estates Contracts Manager to ensure all contracts are in compliance with the above requirements.
The post holder will manage and chair the Estates Compliance and Safety Group meetings and attend divisional Health & Safety meetings, Infection Prevention Control meetings and others where necessary as the Estates representative and maintain the Estates Schedule of Derogations and Estates Risk Register.
The post holder will work closely with the Authorising Engineers (AE) to ensure all systems are regularly audited and action plans are managed. The post holder will ensure the Authorised Persons (AP) and Competent Persons (CP) training and documentation is kept current along with a database for contractors’ competency by means of a matrix or dashboard.
The Post Holder will assist the Head of Estates and Associate Director of Estates in compiling and maintaining PAM and ERIC annual returns.
Main duties of the job
Take the lead in the management of Estates compliance.
Liaise with external agencies such as Water, Gas and Electrical utility providers, as appropriate, for project schemes and for the department where necessary.
Producing a dashboard to monitor Estates compliance, schedule of derogations and risk register.
Manage Terms of Reference (TOR), chair and record regular compliance meetings and Estates Safety Group meetings.
Produce and manage an Estates Compliance Policy and provide training and ongoing guidance to the Estates team.
Develop policies and procedures in respect of design development and briefing procedures, Permit to Work schemes, Hazard notices, safety information bulletins, statutory insurance works, Health and Safety at Work Act and any other statutory legislative requirements.
Interprets and implement all statutory, legislative and technical guidance including for example CDM, COSHH, HTM/HBN's as necessary.
Contribute to relevant health and safety policies, procedures and risk assessments.
Manage Estates related In-Phase accident reporting and loss of services duration / impact due to Estates issues and risk register.
Ensure all policies and standard Operating procedures are kept up to date
Manage the NHSE Premises Assurance Model data collection and ensure all policies and actions plans are in place and updated
Maintain a register of all leases including critical break clause dates and any associated risks such as backlog maintenance

To Provide complex and sensitive information to large groups of staff particularly regarding closures of and changes to services directly affecting those staff
Provide monthly update to Head of Estates and Associate Director of Estates using reporting dashboard.
The post takes the lead on the delivery of compliance management for all Estates related works and services.
Managing the provision of Authorising Engineers (AE) for all Estates related disciplines.
Manage contractors on site including site induction and day to day liaisons/ planning
To undertake research in all aspects of the Trust engineering strategy to ensure the Trust moves towards a best-in-class delivery against National targets.
To promote behavioural change to improve the overall Trust sustainability performance.
Responsible for the Estates Compliance Policy.
Person specification
Training and qualifications
Essential criteria
- Educated to HNC or Degree level qualification or equivalent experience relating to an engineering or Building Services discipline.
- Significant post qualification experience acquired through training, courses and experience.
- Experience of Risk Management in a hospital environment
Desirable criteria
- Member of professional body such as CIBSE, IHEEM, BIFM etc.
- PRINCE 2 or equivalent project management qualification.
- IOSH/NEBOSH health and safety certificate
- HSG 274 Water Safety and the control of Legionella bacteria.
- Experience in managing revenue and capital budgets and compliance.
Experience and knowledge
Essential criteria
- Specialist knowledge acquired through courses and experience
- Experience with liaising and negotiating with external stakeholders and outside bodies
- In depth knowledge of Building, CDM, CAR regulations and DOH guidance documents
- Experience in managing safe systems of works.
- Experience of providing advice on Estates matters, in accordance with policy and statutory requirements.
Desirable criteria
- Knowledge of public body sustainability and environmental legislation and national requirements.
- Working in a supervisory/managerial role within an Estates function.
- In depth knowledge of the RIBA stages of work
- Experience of Government Soft Landings (GSL).
- Operating within SBS and NHS Frameworks.

- Excellent and demonstrable leadership skills
- Analytical and judgement skills to analyse data and report on project outcomes.
- Ability to motivate and influence staff
- Develop and maintain a compliance dashboard including Directly Employed Labour (DEL) and contractor’s competency.
- Excellent communication skills, both written and verbal individually and to groups.

- Understanding of risk management
- Knowledge of NHS Policies, procedures and structures.
- Proficient with AutoCAD 2D
- Experience in Project Management and handling multiple contracts simultaneously.
